Unpopular opinion:
Most people don't have "weak" glutes...
you have glutes your brain forgot how to use.
So what happens?
Your TFL, low back, hip flexors step in and take over.
You keep training.
You keep lifting.
But nothing changes.
That's when things get a little...unhinged on my end
