Personnel Dept: message from Kirkland Levarity, Director of Personnel Dept.

The Personnel office manages workforce operations such as recruiting and hiring staff, maintaining employee records, overseeing timekeeping, administering benefits, and handling employee relations actions. We touch every stage of an employee’s experience from onboarding to retirement. Overall, we ensure employees can work effectively so the agency can deliver essential health services.

I am truly grateful for the hard work, dedication, and commitment of the Personnel team and the support we provide to the agency. To the Wicomico Health Department staff, thank you for all that you do to serve and support our community—your efforts do not go unnoticed!

Management Information Systems (MIS) provides IT services for our Agency's many programs and locations. While MIS is not a public-facing department, the team plays a role in all services, programs, and support provided. I'd like to thank the MIS team for their hard work and support of our Agency. Administration Dept: message from Brandy Wink, Director of Administrative Services

The Administration department manages a wide range of responsibilities, including Personnel, IT, Procurement, Purchasing, Maintenance, MA Transportation Program, Fleet Management, Housekeeping, Budgeting, Billing and "keeping the lights on." 😁 The Administrative staff works tirelessly behind the scenes to ensure that all other departments are equipped to serve our clients effectively.

Our Fiscal Services team maintains the financial health of our programs through several key functions:
-Accounts Receivable: This team ensures we are paid accurately and on time while verifying billing. They manage multiple daily revenue postings to keep our records up to date.
- Accounts Payable: Our staff processes a high volume of vendor invoices and employee expense reports daily to keep our operations running smoothly.
- Budget: This team develops and monitors numerous budgets to ensure compliance with each program's unique parameters while managing financial changes throughout the fiscal year.

Thank you MA Transportation Team for working hard to ensure our participants receive the transportation information and services they need on a daily basis.

The mission of the Behavioral Health program is to provide comprehensive, integrated mental health and substance use services that promote the health and quality of life of our clients. We are committed to providing prompt access that are resiliency and recovery-based in a caring and confidential environment. Shout out to the AMAZING staff who show up and are so dedicated to the clients that are served. You all show such compassion, empathy, and dedication to the clients we serve and they are lucky to have you!

For National Public Health Week, Christina Gray, Director of Planning and Assessment explains what their program does and has a special note to her staff:

Assess. Plan. Prepare.

The Division of Planning and Assessment consists of only three full time staff members, but their responsibilities span an agency of 200 employees, and they provide essential community health and emergency preparedness planning for a county of over 100,000 residents. The P&A Division programs are core elements of public health infrastructure, ensuring the agency can effectively and efficiently assess and respond to public health needs, as well as monitor and improve population health outcomes in Wicomico County.

From the Director: A huge thank you to our Health Planner - Lisa Renegar and Public Health Emergency Planner - Jack Orris for continuing to provide high-quality work supporting our 'small but mighty' Division here at the agency. It is a pleasure to work with you both, and I look forward to what we achieve throughout the rest of 2026.

For National Public Health Week, Michelle Hardy, Director of Wicomico Local Behavioral Health Authority, explains what their program does and has a special note to her staff:

The Local Behavioral Health Authority oversees public behavioral health services in Wicomico County which includes both mental health and substance use. We also sponsor or co-sponsor professional development trainings and community-based events for the general public such as Overdose Awareness Day and the Color Walk Run for Su***de Prevention. Behavioral health resources are shared at these events. Our staff also provide valuable Naloxone training to the community.

Our program maintains and promotes community-based healthcare machines, which include Naloxone, first aid kits, hygiene kits, and other supplies. We have several staff who are Mental Health First Aid instructors. MHFA is a training that teaches individuals to recognize the signs and symptoms of a behavioral health challenge and how to encourage others to seek help or treatment. During each training, we also emphasize the importance of self-care for the helpers. Our instructors offer both Youth MHFA and Adult MHFA. You will also see us promoting mental wellness at many health fairs and community events.

I am very thankful and feel very blessed to have staff dedicated to serving our community and improving the mental wellness among the residents in our county. Each of my staff plays an important role and for that I am grateful.
