"The Utah State Office of Rehabilitation’s (USOR) Vocational Rehabilitation (VR) program is operating under an Order of Selection (OOS). Individuals with active Individualized Plans for Employment (IPEs) will continue to receive services. However, newly eligible individuals assigned to closed priority categories may experience a delay in service delivery. Please continue reading to learn more about how the Order of Selection works.

What is an Order of Selection?
An Order of Selection is the process used by VR agencies when resources (funding and staff) are not sufficient to serve all eligible individuals. Federal law requires VR agencies to implement an OOS to ensure that services are provided first to clients who need them most.

When clients are found eligible for VR, they are assigned to a priority of service category based on the significance of their disability. This assignment is based on how the disability impacts daily life and employment, not the type of disability.

During an OOS, priority categories are either open or closed:

Clients in an open category may receive the full range of VR services.
Clients in a closed category are placed in a delayed status.
If you already have an Individualized Plan for Employment (IPE), you will continue receiving VR services without interruption, regardless of your priority category."

Students also have the right to the same educational opportunities as their nondisabled peers, and to be protected from discrimination by teachers and school staff. These rights apply to students statewide, in either public or charter schools, and are protected by federal laws including the Individuals with Disabilities Education Act (IDEA), Americans with Disabilities Act (ADA), and Section 504 of the Rehabilitation Act.

The DLC helps students and their families enforce these rights by providing education and training, self-advocacy assistance in the form of consultations and self-help materials, and one-on-one legal representation for specific legal issues.

The Director of Finance and Administration (DFA) is responsible for oversight of the financial affairs of the agency in accordance with sound financial principles and government regulations. This position makes recommendations on establishment of major economic objectives and policies.

The DFA is responsible for performing complex work involving the creation and maintenance of financial records, protecting and maintaining the financial integrity of the organization and supervising office and personnel management. The DFA directs the development of the budgets, financial statements, completion of Federal Financial Reports (FFRs), payroll and all other finance related duties; manages and coordinates assigned human resource functions at DLC; and oversees office management. The DAF ensures that DLC develops comprehensive financial policies and budgets and complies with all financial requirements, as well as ensuring the efficient operation of DLC’s office administration and personnel services.

Essential Functions:
• Significant experience in or knowledge of nonprofit accounting, including complex fund and grant accounting, compliance, and reporting.
• Deep knowledge and understanding of the Office of Management and Budget (OMB) Uniform Guidance
• Manage accounting operations and ensure that all functions are completed in a timely manner.
• Manage day-to-day accounting functions, including payroll, accounts payable, accounts receivable, and cash management.
• Performing bank reconciliations, performing account reconciliations between the general ledger and subsidiary ledger, account reconciliations between the general ledger and financial statements.
• Preparing billing invoices and maintaining accounts receivable accounts. Ensuring timely receipt of receivable accounts and follow-up to maintain cash flow.
• Preparing financial statements including income statement, balance sheet, and statement of cash flows.
• Manage employee time reporting and allocation of expenses among programs.
• Manage multiple federal, state and private grants, ensuring compliance with funding requirements as well as organizational policies and procedures.
• In coordination with the CEO, develop annual agency budget and monitor monthly performance against targets.
• Communicate with management on spending discrepancies
• Oversee purchase, lease, and maintenance of equipment and contracts with major vendors, office supplies, and library materials.
• Assist DLC Board Treasurer, as needed, in developing financial information for board review.
• Manage and support the annual audit and tax return preparation.
• Maintain Accounting Policy and Procedure Manual, initiating updates as needed to improve agency’s systems and internal controls.
• Develop budgets for new grant applications.
• Coordinate unemployment and workers’ compensation issues.

Required Qualifications:
• Bachelor’s degree in Finance, Business, Accounting or related field required; MBA or MA in relevant field preferred;
• CPA license preferred but not required.
• 5-7 years of nonprofit finance experience
• Understanding of the relationship between finance and program functions.
• Experience with accounting software including but not limited to GP Dynamics, Excel, and Adobe Acrobat.
• Experience handling confidential matters discreetly; flexibility with changing situations; and establishing and maintaining effective working relationships with employees, funding agency personnel, and the Board of Directors.
• Knowledge of personnel services including records, reporting requirements, fringe benefit programs, wage and hour regulations, workers’ and unemployment compensation requirements.
• Excellent Communication skills
• Experience performing complex assignments, prioritizing multiple tasks, meeting deadlines, and working well under pressure.

Working Conditions:
DLC offers a hybrid telework schedule where employees may work at home and in the office. The Director of Finances and Administration will perform work in the office, remotely, and, at times, attend staff events.

Compensation:
$70,000-$110,000 annually DOE with excellent benefit packages that include health insurance, dental and vision insurance, a 401(k) plan; paid vacation, sick and personal days.
