The Counseling Team International (TCTI) has provided employee support services to law enforcement, fire, emergency services and governmental agencies in the State of California, as well as nationwide since its founding in 1985. In 1985, our Founder and Director Nancy K. Bohl-Penrod, Ph.D. began contracting with the San Bernardino County Sheriff's Department to provide immediate Critical Incident Intervention to Sheriff’s personnel involved in shootings. This immediate intervention decreased Worker’s Compensation claims to such a degree that in 1987, TCTI was encouraged and asked to expand their services to counseling San Bernardino County Sheriff’s Department personnel and their family members for personal problems along with offering many training classes. The counseling offered to the employees and their immediate family members was designed to help them find direction in solving personal and emotional problems. They can call directly without going through a supervisor which increased the usage. TCTI’s counseling has helped in areas such as stress, depression, marriage and family, substance abuse, weight control, financial difficulties, suicide ideation and career concerns. In 1987, The Counseling Team International (TCTI) began to provide these employee support services for many other police and fire departments throughout Southern California. In 1987, Dr. Larry Davis joined The Counseling Team International (TCTI) and brought with him his knowledge of Psychological Pre-hire testing and started providing a pre-employment screening battery of tests throughout Southern California. Dr. Davis was the Director of these services until his retirement. Dr. Kathleen Wellbrock took over his duties in 2001 and continues this collateral duty. One of the most important programs was created in 1988. The Counseling Team International (TCTI) developed a “Peer Support” training curriculum for all of their contracts which became a huge success. We teach Peer Support all over the nation and too many law enforcement agencies. The Federal Bureau of Investigations (IFBI), Drug Enforcement Agency (DEA), United States Border Patrol, Federal Air Marshal Service (FAMS), United States Marshals, Bureau of Indian Affairs (BIA), United States Postal Inspectors, United States Department of Agriculture (USDA) and Office of Inspector General (OIG) have all received peer support training by TCTI. TCTI has trained over 6,000 Peer Supporters. Training became very important to The Counseling Team International’s (TCTI’s) success. Training reaches out to many people who otherwise would not have any contact with the mental health field. TCTI created their training division which develops classes to meet the needs of all they serve. TCTI’s Staff are Adjunct Professors for many colleges and universities in Southern California. They have been guest speakers at the Federal Bureau of Investigations (FBI), Bureau of Indian Affairs (BIA), California Highway Patrol (CHP) and the Federal Law Enforcement Training Center (FLETC) as well as many police academies. TCTI’s Instructors are certified to teach for the International Critical Incident Stress Foundation (ICISF), Law Enforcement Wellness Association (LEWA), Police Officer Standards of Training (POST), Standards and Training for Corrections (STC), Board of Registered Nursing (BRN), Continuing Education Units (CEU) and the QPR Institute. In 1989, Dr. Bohl-Penrod was asked to attend the Federal Bureau of Investigation’s (FBI’s) Basic and Advanced “Hostage Negotiation” (CNT) training in Quantico, Virginia. She quickly realized the importance of consulting to CNT Teams and continues to do so today. The majority of TCTI’s Mental Health Professionals are also CNT Trained. The 24-hour per day/7-day per week/365 – day per year services that The Counseling Team International (TCTI) offered to the public safety field increased over the years and therefore personnel to support these services grew. TCTI employs a professional support staff to assist the Director and a team of dedicated mental health professionals. TCTI psychotherapists (all licensed mental health professionals from many disciplines) have responded to major disasters/critical incidents such as:
