Fentanyl Deaths Lead to Homicide Arrest.

RIVERSIDE COUNTY, CA — For the second time in a week, the Riverside County Sheriff's Department has announced a homicide arrest linked to a fentanyl death.

A man and a 16-year-old girl were found unresponsive at a residence in the 35000 block of Sugar Maple Street in French Valley around 7:04 p.m. Wednesday. Both people were hospitalized for suspected fentanyl poisoning, but the girl did not survive, according to sheriff's Sgt. Rick Espinoza.

Raymond Tyrrell, 18, of French Valley was arrested on suspicion of murder in the case, Espinoza said. It is unclear if he was the fentanyl survivor.

Tyrrell was being held at Southwest Detention Center with no bail set. He is due to appear in court Monday.

During a Feb. 22 press briefing that announced the county's first-ever murder charge against an alleged drug dealer who sold fentanyl-laced pills that ended in a person's death, Riverside County District Attorney Mike Hestrin said prosecuting an overdose or drug-poisoning death as murder is not easy. Prosecutors must prove the accused is not only guilty of selling fentanyl but that he/she also had "specific knowledge" of the synthetic opioid's dangers.

"We are making it a goal [that] every death caused by fentanyl toxicity is being investigated as a potential homicide," Riverside County Sheriff Chad Bianco said during Monday's briefing.

In the case announced Monday, prosecutors will try it under the "Watson murder rule," similar to legal precedence used when filing a second-degree murder charge against an intoxicated driver who ends up killing someone in a crash. The rule argues that intoxicated drivers have "implied malice" — they know ahead of time that their actions can have deadly consequences.

Most people who take pills containing fentanyl have no idea the dangerous synthetic opioid is in the drug they're taking. Fentanyl is very inexpensive to manufacture. The powder form is typically mixed into substances like powdered baby formula or other cost-effective products, then made/pressed into counterfeit pills. The fake pills are then fraudulently sold on the black market as oxycodone, Percocet or any number of other drugs. Fentanyl is also making its way into other street drugs like m**hamphetamine, according to Bianco.

Ventura County authorities say they seized a cache of drugs and weapons after they arrested a man who led them on a chase from Simi Valley to Encino Saturday morning.

Simi Valley resident is accused of refusing to stop in the area of Rocky Peak Road and Santa Susana Pass Road for traffic violations, and then fleeing in his vehicle to Encino where he was chased by the California Highway Patrol and later arrested, according to the Ventura County Sheriff's Office.

The sheriff's office says they found everything from m**hamphetamine and he**in, to cash and weapons in the man's vehicle and home.

During the search of the man's vehicle, "approximately 283 grams of m**hamphetamine, 30 grams of he**in, 663 grams of ma*****na, 42 individual Suboxone packets, drug paraphernalia and a large sum of cash" were found, according to the Ventura County Sheriff's Office.

He apparently also had a fake California driver's license, a switchblade knife, a stun gun and is suspected of driving under the influence.

At the convicts home, about 10 grams of m**h, 415 grams of ma*****na, a threaded barrel pistol capable of accepting a silencer, a rifle, a handgun and ammunition were discovered.

Second largest border m**h bust in history on southern border
SAN DIEGO – U.S. Customs and Border Protection officers at the Otay Mesa commercial facility Friday seized more than 3,100 pounds of m**hamphetamine, fentanyl powder, fentanyl pills, and he**in as part of the second largest m**hamphetamine bust along the southwest border in the history of the CBP, based on information developed by DEA, working jointly with HSI.

“This massive seizure is a testament of what law enforcement agencies can do when we combine forces – prevent over $7 million worth of deadly drugs from entering our country; thus saving countless lives from addiction and overdose deaths,” said DEA Special Agent in Charge John W. Callery. “DEA cherishes our great law enforcement partners in San Diego, especially those who work tirelessly to protect our nation’s borders. We will continue to work together to disrupt drug trafficking organizations at every opportunity we are given.”

On Oct. 9, at about 9:45 a.m., a driver arrived at the cargo border crossing with a tractor-trailer shipment that was manifested as medical supplies. The officer referred the driver, truck, and shipment for a more intensive inspection.

CBP officers screened the truck using the port’s imaging system, similar to an x-ray, and found anomalies with the rear of the trailer. The conveyance was sent to the dock and a canine alerted to the boxes inside the trailer. Officers offloaded the shipment and discovered 1,816 packages comingled with the medical supplies that primarily contained clear plastic pipette tips, spray bottles of surface decontaminate, and calibrated pipette tools (used for sampling and dispensing liquid).

“Smugglers will try every way possible to try and get their product across the border and because of the partnership between CBP, Homeland Security Investigations, and DEA, this significant seizure occurred and we stopped them,” said Anne Maricich, acting CBP director of field operations in San Diego. “I’m proud of the CBP officers’ dedication to our mission; they continue to stop dangerous drugs from entering our communities.”

CBP officers later extracted approximately 3,014 pounds of m**hamphetamine, 64 pounds of he**in, 29 pounds of fentanyl powder, and almost 37 pounds of fentanyl pills, worth an estimated $7.2 million. CBP officers seized the narcotics and conveyance.

“This significant seizure is a prime example of how a successful partnership between HSI, CBP, and DEA results in the disruption of transnational criminal organizations while protecting our country from dangerous illicit drugs,” said Juan Munoz, acting Special Agent in Charge of HSI in San Diego. “We will continue to work tirelessly to bring those responsible to justice.”

The driver, a 47–year-old male Mexican citizen, was arrested and turned over the custody of the joint investigative team from U.S. Immigration and Customs Enforcement, Homeland Security Investigations, and the Drug Enforcement Administration; he will face criminal charges
