Change can be difficult, especially when a veteran leader is retiring at the end of the school year and major program changes are imminent. Pasadena Unified School District is just in that position. Their long-time coordinator is preparing to retire in June, and with all that is currently happening coupled with changes to the State Plan due out next year, a little help can go a long way.

As Mike McCaffrey, a Paradigm veteran himself, logged on to a conference call last week, he was greeted by not only the retiring coordinator, but by the Asst. Superintendent too. Together they discussed the hiring of a successor and what the transition might look like. Mike provided insight and support, assuring Pasadena USD that they are not left to navigate this on their own. For Mike to be a part of that process was a testament to the partnership and trust that had been built between Pasadena USD and Paradigm over the years. “It was a bittersweet moment,” Mike shared with his Paradigm coworkers. There was mutual commitment to preserve all of the hard work that had been done over the years to enrich the lives of the students and extended community through .

Pasadena Unified School District, we thank you for your ongoing partnership. We hope you know you are never alone with Paradigm, and we continue to cheer you on!

During this unprecedented time, being relegated to our homes and still adjusting to the new normal, it can be difficult to look ahead. To get beyond ‘the now.’ Which is why one of our own, Jessica Holtrust, was breathing a breath of fresh air after a strategy session with Irvine USD. Jessica tells us, “Knowing [Irvine USD’s] intentions are to look beyond the now and be proactive for the betterment of their students and their community is how we should be approaching this time.”

Jessica spent time collaborating with a small group at Irvine USD planning for program changes that are due to be made next year. In fact, these program changes aren’t even finalized by the State just yet. While Jessica was initially a bit hesitant to broach the subject—so much is unknown for schools right now, is implementation of an unapproved State Plan Amendment really a priority?!—the Irvine USD team happily obliged. They did so knowing that if they did some of this work now, they would be safeguarding the success of their program and ultimately, the students in the coming year.

Jessica got off the call thinking, “Their students and families are in such great hands.” The rest of us at Paradigm could not agree more—the future is looking bright! Kudos to the Irvine Unified School District team!

“To give children and families additional opportunities for success, we first need to understand what our role is in supporting them, and then increase our efforts for the greater good.” This is a quote by one of our amazing client coordinators, Ms. Patricia Eaton, from Chula Vista Elementary School District.

We happened to read this quote collectively with our clients just a few weeks ago during Paradigm’s School Medicaid Collaborative Conferences. Little did we know at the time, in that conference room, how timely that message was for what we were about to face. Parents are looking to teachers and school health providers for guidance and, sadly, due to rising unemployment in our State, some families are finding themselves in need of even more resources.

"At Rio School District they have been doing all they can, working persistently to provide support where needed." Otis Nelson, a Paradigm account manager, proudly shares of his client. Otis touts that Rio School District has been working quickly to develop strategies and leveraging available tools to jumpstart telehealth services for their community.

is essential. We fully believe in what Ms. Patricia Eaton was getting at—that our communities will be stronger and better able to weather this storm when we collaborate and increase our efforts for the greater good. Our thanks to you, Ms. Eaton (Chula Vista ESD) and the team at Rio School District for the inspiration. Keep up the amazing work!

In response to the COVID-19 outbreak, Local Educational Agencies (LEAs) need immediate telehealth policy accommodations to continue providing and receiving funding for certain health services provided to children with disabilities. Paradigm’s CEO, Constance Laflamme, has drafted an Open Letter (link below) to School Medicaid Programs Stakeholders & DHCS Safety Net Financing Policymakers.

“I realized what an amazing community we have built [with our clients].” This is what one of our own, Jessy Gore Holtrust said after finishing up a collaborative webinar with a handful of school staff in Orange County. Paradigm hosts webinars all the time for its client, so why was this one so special?

On the heels of the shelter-in-place orders that were just rolling out, Jessy and the Program Coordinator scrambled to get 18 school nurses and school staff online to talk . Here is what Jessica said about it…

“As we, a collective group of approx. 18 navigated through a new platform and familiarized ourselves with what would likely become our new normal (hopefully temporarily), I realized quickly what an amazing community we have built. Everyone worked together, we were troubleshooting connectivity questions, etc.—all while smiling at one another, despite being very aware of the unprecedented circumstances we were in. The nurses and school staff ‘tuned in’ from their kitchens, home offices, and one from their patio, allowing us to see a different side of each other. We took a deep dive into some very productive work, learning, collaborating, and creating an in-person experience to the best of our ability. I get chills writing this because in that moment, I knew we were in this together.”

I truly appreciated the efforts and sincerity, and most importantly, the willingness to get some work done to continue generating the much-needed reimbursements for students and families who undoubtedly are taking a huge hit in more ways than I can put into words.”

A Message to Our Clients, COVID-19 Response

The coronavirus (COVID-19) situation is evolving daily. Paradigm is closely monitoring direction and advice from the Centers for Disease Control & Prevention, and listening to our clients and staff to guide our actions.

We have taken many steps to safeguard our operations so that the health of our clients’ programs is assured. All of our systems are ready, and we can assure confidentiality and continuity of service. Our account managers already work remotely; and, our staff that work in our office in San Francisco are also able to work remotely. No matter where our staff work from, the confidentiality of our clients’ student records has always and will always be protected. While we fully anticipate a lull in program activity due to school closures, we will continue process all claims in a timely manner and stand ready to assist when the time to ramp back up is right.

Further, our people and your people come first in situations like this. Therefore, we are suspending staff travel to school locations. For at least the foreseeable future, consultations and trainings will be provided via video webinar/teleconference. Our account managers are prepped and ready to deliver high quality learning experiences and expert consultation in this format. In fact, we are in the process of developing a full series of workshops that you and participants can join in at times convenient for you and will announce these soon.

While we navigate these unusual times, we hold fast to our values to provide expert, timely and accurate services in a manner that continues to support the school Medicaid community and their localities. For reference, please check our website news page for links to a handful of resources such as:
