First Step of Sarasota and county government have formed a partnership to reduce the number of inmates in the county jail and interrupt the cycle of inmates being incarcerated repeatedly. The county-funded Community Offender Rehabilitative Treatment (CORT) program aims to ease the crisis of jails warehousing people who need mental health and/or substance abuse treatment.
