Region 1, is a political subdivision of the State of Nebraska, and has the statutory responsibility under Neb. Sat. 71-802-71-820 for organizing and supervising comprehensive mental health and substance abuse services in the Region 1 geographical area which includes the eleven counties of the Panhandle of Nebraska; Sheridan, Dawes, Sioux, Box Butte, Morrill, Scotts Bluff, Banner, Cheyenne, Deuel,

Garden, and Kimball. This statute was modified in 1977 to include substance abuse services (LB 204) and revised in 2004, under LB 1083 as the Nebraska Behavioral Health Services Act. This Act mandates that all persons residing in Nebraska shall have access to behavioral health services. Region 1, is one of six (6) behavioral health authorities in Nebraska, along with the state’s three (3) Regional Centers, make up the state’s public mental health and substance abuse system, also known as the Nebraska Behavioral Health System (NBHS). Region 1 is governed by a Board of County Commissioners, who are elected officials, one (1) from each of the counties represented in the Region 1’s geographic area. The Regional Governing Board (RGB) is under contract with the Nebraska Department of Health and Human Services System (DHHS), the designated authority for administration of mental health and substance abuse programs for the state. Region 1 serves approximately 88,000 people in the Nebraska Panhandle, which covers 15,000 square miles. Each RGB appoints a Regional Administrator (RA) to be the chief executive officer responsible to the RGB. The RGB also appoints an Advisory Committee for the purpose of advising the RGB regarding the provision of coordinated and comprehensive behavioral health services within Region I’s geographical area to best meet the needs of the general public. In Region 1, the Behavioral Health Advisory Committee (BHAC) is comprised of 11-20 members including consumers, concerned citizens, and representatives from other community systems in the Region. MAY Mental Health Awareness Month 💚

Region 1 worked to reduce stigma, promote wellness, and increase awareness of mental health resources across our communities.

Throughout May, staff and community partners came together through Wellness Wednesdays, awareness displays, proclamations, media outreach, and a successful Wear Green Day – Strike Out Stigma campaign. Landmarks and facilities glowed green, while participants wore green and shared photos to spark conversation and show support.

Region 1 Behavioral Health Authority, alongside Banner, Box Butte, Cheyenne, Dawes, Deuel, Garden, Kimball, Morrill, Scotts Bluff, and Sheridan counties, as well as Mental Health Alliance officially proclaimed May 2026 as Mental Health Awareness Month—demonstrating a shared commitment to recovery, resilience, and access to quality behavioral health services.

Thank you to the City of Scottsbluff and Regional West Medical Center for lighting up green and supporting this important cause. Together, these efforts strengthened awareness, encouraged open conversations, and reinforced a message of hope and inclusion.

Region 1 Behavioral Health Authority staff were honored to attend the screening of My Ascension at the Goodhand Theatre in Kimball, Nebraska, on May 18, 2026, sponsored by the Panhandle Public Health District. Following the film, our team was grateful to participate in a meaningful community discussion.
Su***de remains a critical public health issue, more than 130 people die by su***de every day in the United States. In 2023, it was the second leading cause of death for individuals ages 10–14 and 15–24. These numbers underscore the importance of continuing conversations and prevention efforts in our communities.
Supporting su***de prevention across the Panhandle is a priority for Region 1. By showing up, sharing resources, and engaging in open dialogue, we help raise awareness, reduce stigma, and remind others that talking about su***de can save lives. These conversations build connection, inspire hope, and guide individuals and families toward the support they need.
Thank you to everyone who attended, contributed to the discussion, and continues to advocate for mental health and su***de prevention. 💚💜

Region 1 has partnered with Avel eCare Services to offer free Community Support Sessions for farmers, ranchers, and families experiencing stress, loss, or disaster impacted by the Morrill Fire. These sessions provide a safe place to talk, listen, and connect with others who understand rural life and its challenges.
💬 Join a Critical Incident Stress Debriefing (CISD) Session
