MyCIL — our Center for Independent Living in Scranton, PA — helps people with disabilities live independently. Through ACES$ Financial Management Services, we provide Client-first payroll management.
We empower people with disabilities to achieve living independent goals through our five core services:
Advocacy – We advocate for independent living, rights and benefits, resolution of individual problems and better access to society.
Skills Training – Our individualized training concentrates on daily living, helping people with disabilities achieve economic and social independence.
Information and Referral – We are a knowledge base for people with disabilities, providing key resources that range from communication aids and architectural accessibility to housing and civil rights.
Peer Consultation – Our skilled advisors who have a disability help others with disabilities set and reach their independent living goals.
Transitional Services – At our state-of-the-art Transitional Skills Center, we help young people with disabilities — ages 14-21 — develop the skills they need to pursue additional education after high school, enter the workforce or achieve independent living.
ACES$ Financial Management Services
Through ACES$, we also offer payroll management services. In states throughout the country, we serve as a payroll provider for Clients on certain Medicaid Home and Community Based Services waivers.
When Clients hire their own attendants to provide services, they become the Employer of their attendants. That means Clients are responsible for processing timesheets, withholding and filing taxes, and more. As their fiscal agent, we take care of everything payroll related so they can focus on living their best lives.
What really sets us apart is the fact we are a fiscal agent that’s also a non-profit. In fact, we are the largest non-profit payroll provider in the country. As a Center for Independent Living, over 51% of our team has a disability. We know firsthand what it’s like.
The Transitional Skills Center (TSC)
The TSC focuses on independent living for young adults. At our state-of-the-art facility, we teach independent living skills for teens and young adults — ages 14-21 — that help them achieve their life goals. The TSC features simulated life settings, a research-backed curriculum, and customized program for developing practical life skills.
As part of the Center for Independent Living in Scranton PA, the TSC helps teens and young adults achieve their unique goals, whether that’s:

· Post-secondary Education
· Independent Living
Students progress through a series of activities designed for their abilities and goals. The key is building on the skills they developed.
The program offers flexibility and on-going growth, customized for each student. At the end of the program, students have the soft skills they need to get and keep employment. They also have a clearer insight into their future career options.
