Is this legit? Or a scam?

Received Custom Invoice in Mail for a paid item
In early December I ordered a dress from Amazon for a Diwali party and after submitting the order and getting notified that it wass shipped and I checked the tracking and as it turns out it shipped from India. Anyways, I received the package and continued life as usual until a couple of days ago received a invoice in the mail from FedEx showing I owe $6.20 for customs & duty. It says payment due upon receipt. The second page has a copy of the form I believe Homeland Security uses with the seller details and my details on it. The third page has the copy of the shipping label that was on my package.
Is this genuine? With all the news going around about tarrifs I am not sure if I’m liable to pay this or Amazon or the shipper, any insight into this is appreciated. If no word, I’ll go ahead and pay it. Thanks!
