A prime source of your horse being uncomfortable with their heads being touched or being able to flex properly routes back to Poll tension! It is very common for horses to carry stress and tension in their jaws and poll. Tension in this area can lead to misbehavior while riding, bitting up, haltering or even just simply touching and brushing by their ears!
