Tennessee set a national precedent.
With Savanna’s Law, Tennessee became the first state in the country to establish a Domestic Violence Offender Registry—a public safety tool designed to track repeat domestic violence offenders, not allegations.
This law was created after Savanna Puckett, a Robertson County deputy, was murdered in her home by a repeat offender.
This was not a failure to predict.
It was a failure to track.
Domestic violence is patterned behavior.
Courts and agencies already have the data.
Victims are expected to protect themselves with no visibility.
A registry closes that gap.
We already track s*x offenders.
We already track repeat DUI offenders.
Why are repeat domestic abusers still invisible?
This is not about punishment.
It’s about prevention, accountability, and informed decision-making.
One state proved it can be done.
Now it’s time to standardize it and scale it nationwide.
All 50 states should implement Domestic Violence Offender Registries.
