PUBLIC COMMENT PERIOD & PUBLIC HEARING NOTICE

Tuolumne County Behavioral Health Department has posted a draft copy of the Behavioral Health Services Act (BHSA) Integrated Plan for Fiscal Years 2026-2029. The Behavioral Health Services Act replaces the Mental Health Services Act (MHSA) of 2004. It reforms behavioral health care funding to prioritize services for people with the most significant mental health needs while adding the treatment of substance use disorders, expanding housing interventions, and increasing the behavioral health workforce. It also enhances oversight, transparency, and accountability at the state and local levels. As outlined in W&I Code section 5963.02, subdivision (c)(3)(A), each county shall develop an Integrated Plan (IP) and Annual Update (AU) aligned with statewide behavioral health goals and their associated measures.

The document will be available for a 30-day public comment period starting on Monday, December 1st, 2025, through Wednesday, January 7, 2026, and has been electronically posted on the following websites:

The link to the document has been posted on the Tuolumne County Behavioral Health page and has also been distributed via electronic mail to county staff and community stakeholders. A physical copy of the plan is available for review in the reception areas at the following locations:

Tuolumne County Behavioral Health, 105 Hospital Road, Sonora
Tuolumne County Enrichment Center, 101 Hospital Road, Sonora

A public hearing will be held on Wednesday, January 7, 2026, at 4:00 p.m. at the A.N. Francisco Building, 48 Yaney Ave., 3rd Floor, Committees & Commissions Conference Room in Sonora through the Tuolumne County Behavioral Health Advisory Board Meeting. Details and information on participating will be available no later than January 2, 2026, through their posted agenda on the Tuolumne County website at the following location: https://www.tuolumnecounty.ca.gov/221/Committee-Meetings. Tuolumne County residents are encouraged to attend and provide comment at this public hearing.

After approval from the County Administrative Officer (CAO) of Tuolumne County, TCBH will submit the draft Behavioral Health Services Act (BHSA) Integrated Plan for Fiscal Years 2026-2029 to the California Department of Health Care Services for review prior to the March 31, 2026, deadline. Counties are required to submit their final FY 2026-2029 County Integrated Plan to the California Department of Health Care Services and the Behavioral Health Services Oversight and Accountability Commission, with their County Board of Supervisors’ approval, no later than June 30, 2026. County Integrated Plans are effective on July 1, 2026.
