Pathways Vermont A non-profit organization working to end homelessness and provide innovative mental health alternatives

Pathways Vermont is a 501(c)3 non-profit organization that supports people to live and thrive in the community at times in their lives when they are most distressed: when they are struggling with thoughts of suicide, are experiencing homelessness, incarceration, institutionalization, mental health struggles or substance use challenges. Pathways Vermont is the first and largest Housing First organization in Vermont, providing permanent housing without requirements or barriers. This evidence based model has been proven to be the most successful approach to ending and preventing homelessness. Through our Housing First programs, we serve people struggling with mental health and substance abuse issues, as well as veterans, families, and people coming out of correctional facilities and other institutions. We use a peer-supported alternative approach to mental health in which individuals with lived experience of mental health challenges guide and aid those experiencing similar challenges. From our Community Center that provides peer support in a friendly setting, to our Soteria House which supports people experiencing mental health crises for the first time, to our 7 days/week, non-judgemental phone Support Line, our programs have an immeasurable impact on the everyday lives of our neighbors in need. Since our inception in 2010, Pathways Vermont has succeeded in:

Housing more than 500 individuals, including 180 children
Helping 75 people find employment
Completing 28,842 supportive phone conversations
Preventing 1,122 instances of use of emergency services

✨ Meet Steph, Director of Operations at Pathways Vermont!

Hi - I’m Steph!

I describe myself as an empathetic, optimistic, lifelong learner. I’m a Rhode Island native, but spent roughly 12 years in Northern Virginia while I was in school studying Criminology. I’ve been in Vermont for the past nine years working as a professor, teaching students about criminology, the corrections system, and substance use and co-occurring mental health disorders.

I just wrapped up my sixth month at Pathways. As the new Director of Services, I’ve spent this time immersing myself in the daily operations of each of our programs, understanding our funding structures and sources, and getting to know the people who bring our mission to life.

I’ve also had the pleasure of meeting several clients and hearing directly from them the importance of our services. On any given day, you might find me at any of our various offices or partner agencies across the state, learning more about and supporting our different programs. I might be in Bennington one day, meeting with our Balance of State Continuum of Care partners to discuss upcoming notice of funding opportunities (NOFO). The next day, you might find me at Soteria House meeting with staff and leadership to plan our upcoming move to our new, permanent location.

Stories of Resilience: Meet Neil

When I arrived at Neil’s apartment for our interview, he was waiting at the front door. He greeted me with a kind smile and invited me in. He offered me a chair, and we sat together in his living room as he shared his story.

Ten years ago, Neil was released from jail and started working to rebuild his life. Housing, however, remained out of reach. He soon found himself living on the street in a tent near the banks of Lake Champlain in Burlington. Finding food was a daily challenge. “Whatever I could find is what I ate.”

He felt alone, with little support and no sense of safety. “It was horrible,” he said. “I thought about killing myself.” After a year without shelter, Neil moved into a hotel room in Rutland.

It was around that time that he was connected with Pathways Vermont and enrolled in our Department of Corrections transitional housing program. That’s when he started working with Jeff, a Pathways Housing Coordinator, and Melissa, his Service Coordinator in Rutland. Neil was trying to stay on top of his physical and mental health, waking up at 5:00 AM to catch a bus to Middlebury for his weekly doctor’s appointment.

After two years in the DOC program, Neil graduated – a major accomplishment that marked a turning point. With Pathways’ support, he became eligible for a Department of Mental Health housing voucher. When an apartment in Bennington became available, he had to act quickly before losing his subsidy. Thanks to the strong relationships Pathways’ housing team had built with local landlords, Neil was able to move into an apartment.

Last month marked an exciting milestone in Chittenden County, one year of the Mental Health Urgent Care (MHUC)! We’re pleased to be in partnership with the amazing organizations that have made this important program a reality.

MHUC is located at 1 South Prospect Street in Burlington and is open Monday–Friday, 9:00 AM to 5:00 PM. No appointment is needed- walk-ins are welcome.

With great sadness, we share the news of the passing of former Pathways Vermont staff member Steven Morgan. Steven is pictured here with Laura Sisson and Laura Zeigler. Steven’s career in mental health peer support spanned nearly two decades. In Vermont, he played a key role in developing Pathways Vermont’s Soteria House, helped launch a peer-run respite program, and served as Executive Director of Another Way.

He devoted himself to creating supportive communities where people experiencing mental health challenges could find connection, understanding, and hope. Steven also trained and mentored countless peers and professionals locally and internationally, served on boards, and advocated for systems change that centers mutual respect and empowerment. Steven touched the lives of so many. He will be dearly missed. Our thoughts are with his friends and family đź’™

A new chapter for Soteria House is beginning! ✨

For more than a decade, Pathways Vermont’s Soteria House has offered a compassionate, community-based alternative to hospitalization for Vermonters experiencing an extreme mental health state.

Thanks to the incredible generosity of our community, we are in the final stages of creating a permanent home for the program. We are pleased to share these progress pictures of the construction at the house.

Pathways Vermont is grateful to be a part of the 2025 VtSHARES program!

Each fall, State of Vermont employees have the choice to designate any amount directly from their paycheck to approved nonprofit organizations, serving Vermont communities that are close to their heart. Each donation is optional and makes a world of difference in the lives of so many.
