A newly identified protein may hold the key to preventing diabetic blindness. Researchers discovered that LRG1 triggers the earliest damage in diabetic retinopathy by constricting tiny retinal blood vessels and reducing oxygen supply. In mice, shutting down this protein stopped the damage before it....

The Vermont Association for the Blind and Visually Impaired would like to thank Price Chopper's Golub Foundation for their generous $750.00 donation to support our SMART Program! Support from foundations and donors like the Golub Foundation enable VABVI to continue to provide integral services to Vermonters who are blind and visually impaired.

VABVI launched the SMART Device Training for clients ages 55+ in January 2018 to train clients on both standard application and adaptive software and hardware. These assistive devices included screen print enlargers, speech and Braille input and output devices, and tablet and smartphone technology. The SMART Program helps our clients to combat social isolation-one of the primary challenges for adults with visual impairment. The SMART Program enables our clients to connect not only to their friends and family, but also to the world available online. In Fiscal Year 2025, 81% of our adult clients participated in the SMART Program.

From Rep. Becca Balint

Dear Fellow Vermonters,

Last week, I hosted a Know Your Rights training with the ACLU of Vermont. This webinar was a great opportunity for us to learn more about our constitutional protections and how we can exercise our rights in accordance with federal and state law. A recording of the training can be found below or on YouTube: https://www.youtube.com/watch?v=BqrgW4Yx2o8
All of us in this country have certain rights guaranteed by the Constitution, regardless of immigration status and no matter who is president. My office is committed to sharing information and resources that help Vermonters understand their rights and access available support. If you have questions about federal services or need assistance navigating a federal agency, please do not hesitate to contact my office. We are here to serve you.
In Service,

Becca Balint

AAPD Webinar: Understanding New Medicaid Requirements
Join the American Association of People with Disabilities (AAPD) for an important webinar on the new Medicaid work requirements. Starting on January 1, 2027, these requirements will significantly impact many Medicaid beneficiaries.

The budget reconciliation bill, or H.R.1, was signed into law on July 4, 2025. This bill cuts nearly $1 trillion from Medicaid and threatens the health coverage of 17 million Americans. It will cause a major crisis in our healthcare system, which already faces difficulty supporting people with disabilities and has been under increased strain since the COVID-19 pandemic began in 2020. Now that we are in 2026, the changes from this bill will begin to take effect soon, and the disability community must prepare for upcoming shifts in our healthcare system.

The goal of this webinar is to review expected changes, discuss how we should prepare for them, and highlight what we can do moving forward to lessen the harm of the changes. We aim to help our community understand the challenges ahead, while also recognizing that advocacy is always necessary and affirming that our fight to preserve Medicaid continues.

When: February 18, 2026, 1:00 PM - 2:00 PM ET
Where: Register for the Zoom Webinar here. ASL and CART will be provided.

Who: Our panelists are

Rachel Patterson, Disability and Health Policy Expert, Patterson&Meek
David Machledt, Senior Policy Analyst, National Health Law Program
Adela Flores-Brennan, Colorado Medicaid Director
Our expert panelists will provide a comprehensive overview of the new rules, focusing on what they mean for people with disabilities specifically. We will discuss:

The core work requirements and their implementation;
Which individuals and groups are exempt from the work requirements;
How to prepare to submit the necessary documentation to certify compliance or claim an exemption;
The expected timeline for receiving more detailed information and deadlines throughout 2026; and
How things may differ from state to state.
This session is crucial for anyone receiving Medicaid benefits who wants to learn how to keep their coverage under the new rules. Don't miss this chance to get informed and prepare in advance for these changes!
