We are deeply honored to witness this historic moment as our local and state government officially recognizes the vital role doulas play in maternal health with the signing of a new bill into law. We’d especially like to thank Delegate Karen Toles of District 25 for her vital role in sponsoring HB 1251 that sets the stage of future maternal care and birth work.

This legislation marks a transformative step forward—signaling that doula support is no longer a luxury reserved for the privileged, but a necessary component of comprehensive, equitable care that honors both the mental and physical well-being of birthing individuals.

At Hands of Melody (HOM), we have always approached our work with reverence for the sacred spaces we’re invited into and held space for the ones we were excluded from, despite the need. This moment is a turning point in the birth landscape. We proudly step forward, heads held high, as professionally trained and educated birth workers—ready to serve, advocate, and uplift the communities that need us most.

The future of birth work is inclusive, informed, and empowered—and we are here for it.
