MHRB believes in:
- Creating and supporting Recovery-Oriented Systems of Care (ROSC). This means that we use creative approaches to prioritize the needs of individuals and family members and help people find recovery from mental illness and substance use problems. We uphold individual preferences and that there are many pathways to finding and sustaining recovery. This means that healthy environments are just as important as individual change.
- Supporting trauma-informed communities. We recognize that trauma is a common experience and understand that creating safe spaces is integral to facilitating quality care and necessary to foster growth.
- Advocating for care in the least restrictive settings, while also supporting inpatient levels of care when necessary.
- Finding strategic, cross-system solutions by identifying a common agenda and using common language, by sharing data, by supporting mutually reinforcing activities, and by using continuous communication with system partners.

Ohio Board of Pharmacy Authorized to Adopt Emergency Rule Legalizing Tools to Prevent Drug Overdoses

Last week, Governor DeWine signed Executive Order 2025-04D to suspend the normal rulemaking process to allow the Ohio Board of Pharmacy to adopt a rule allowing expanded access to tools to prevent drug overdoses. In addition to test strips and reagent kits for fentanyl, the rule, OAC 4729-8-02, exempts tests for the following compounds from the definition of drug paraphernalia under Ohio law:

Xylazine;
Medetomidine;
Benzimidazole-opioids (commonly referred to as nitazenes); and
Benzodiazepine and benzodiazepine-related compounds.

Drug test strips and reagent kits serve as crucial tools in harm reduction efforts, allowing users to test substances for the presence of certain substances that are contributing significantly to overdose fatalities.

Mental Health America Releases 2025 State of Mental Health in America Report

Mental Health America has released its annual State of Mental Health in America report, highlighting the latest national data and state-level rankings on mental health and well-being in the U.S. In this year's report, New York, Hawaii, and New Jersey ranked highest for mental health, while Nevada, Arizona and Alabama ranked lowest. Ohio had an overall ranking of 12. An overall ranking of 1-13 indicates lower prevalence of mental illness and higher rates of access to care. Findings from the report offer critical insights to drive policy, improve care, and support people living with mental health conditions across the country.

National Prescription Drug Take-Back Day Planned

The next National Prescription Drug Take Back Day is scheduled for Saturday, Oct. 25, from 10:00 a.m.-2:00 p.m. The event, organized by the U.S. Drug Enforcement Administration (DEA), provides a safe, anonymous way to dispose of unwanted, unused, or expired prescription medications. Ohio Department of Behavioral Health & The P.E.E.R. Center are offering a free training: Emotional CPR (eCPR)

eCPR is an educational program developed by the recovery movement designed to teach people to assist others through an emotional crisis with three simple steps:
C = Connecting
P = emPowering
R = Revitalizing

The Connecting process of eCPR involves deepening listening skills, practicing presence, and creating a sense of safety for the person experiencing a crisis. The emPowering process helps people better understand how to feel empowered themselves as well as to assist others to feel more hopeful and engaged in life. In the Revitalizing process, people re-engage in relationships with their loved ones or their support system, and they resume or begin routines that support health and wellness which reinforces the person’s sense of mastery and accomplishment, further energizing the healing process.

Our Story

At Mental Health Recovery Board of Clark, Greene & Madison Counties (MHRB), we know that healthy people create healthy communities—and vice versa. That’s why we provide help to those in need by connecting residents to the local care community, regardless of income or ability to pay.

We assist partners, stakeholders, residents, and anyone at risk of mental health or substance use concerns, providing pathways to mental health and addiction services for everybody and every family in our three-county area. We connect those who need it to treatment, while also creating prevention-prepared and recovery-oriented communities that are resilient, supportive, and trauma-informed.

Our dedicated board members and staff provide resources for prevention, treatment, and support, while upholding a community-wide safety net to protect families, adults, and children. Knowing that individuals who have basic needs met are more likely to get and stay well, we advocate for better quality of life and provide resources for basic needs like transportation, housing, and medication.

MHRB is one of 50 Boards that make up Ohio Association of County Behavioral Health Authorities, a trade association for Ohio’s Alcohol, Drug Addiction, and Mental Health (ADAMH) Boards. The association awards Culture of Quality Certification (COQ) to Boards who have demonstrated evidence of substantial conformance with the COQ standards and a serious commitment to meeting the goals of the COQ program. MHRB is proud not only to be a COQ-certified board, but to have two volunteer surveyors on staff.
