ITAC Program Our equipment is designed for people with difficulty hearing on the standard phone system.

ITAC has been issuing equipment since 1988 with the purpose of providing telephone access to Illinois residents who are Hard of Hearing, Late Deafened, Deaf-Blind or Speech-Disabled. ITAC is governed by the Illinois Commerce Commission, a Board of Directors and an Advisory Council.

Known as the "Apostle of the Deaf in America," Laurent Clerc was a French Deaf educator who co-founded the first permanent school for the Deaf in the United States in 1817. His collaboration with Thomas Hopkins Gallaudet introduced American Sign Language (ASL) to the U.S., blending French Sign Language with signs already used by Deaf Americans. Clercโ€™s work empowered generations of Deaf individuals with access to education, language, and community โ€” a legacy that still shapes Deaf culture today.
