Virginia launches Blue Envelope Program to support drivers with autism
by Ted Schubel | Jul 24, 2025 | Government, Police and Fire, Ted Schubel

Launched on July 1, the program provides a blue envelope that holds a driver’s license, vehicle registration, and insurance information. It also includes printed instructions to guide both the driver and the law enforcement officer during a traffic stop.

The blue envelope acts as a visual signal to officers that the driver may require clear, calm communication and additional time to respond. This helps reduce misunderstandings and ensures interactions remain safe and respectful for everyone involved.

Participation in the program is entirely voluntary and free of charge. The envelope is available at all Virginia DMV customer service centers. No medical documentation or proof of diagnosis is required, and no personal data is collected.

Drivers can also include optional information inside the envelope, such as emergency contacts, communication preferences, or sensory sensitivities. Law enforcement officers across the state are being trained to recognize the envelope and respond appropriately during traffic stops or crash investigations.

More information at the DMV website.
