Family Resource Center is committed to the health and well-being of children in San Joaquin County, and the adults who care for them. Serving the community since 1980, our mission is to provide resources to parents and childcare providers to encourage healthy growth for the children in their care. We do that by providing advocacy, information, education, nutritional support, training, and childcare services – directly and by financially supporting community childcare providers – so that every child, and parent, has access to safe and stimulating care outside the home. Through the provision of the county’s 211 system, housed and administered by Family Resource & Referral services, we offer new and current residents referral and access to information about child care, nutritional services and other programs available in San Joaquin County that support broader community health. After 23 years of dedicated service, our beloved CEO Kay Ruhstaller is retiring — and what a legacy she leaves behind. 💛

Under Kay's leadership, Family Resource Center grew from a community resource into a regional economic engine, expanding child care access, launching 211 San Joaquin, and creating a countywide network of programs that reaches thousands of children and families every year.

Kay didn't just build programs — she built people, partnerships, and possibilities. From the First 5 Commission to the CA Early Childhood Policy Council, she consistently showed up for children and families at every level.

Big cheers and a huge round of applause for Ms. Nunez from Able Charter School! 🥳 Her class is the official winners of the 211: Help Start Here contest, and her class has earned a field trip to the Children’s Museum of Stockton!✨We are so excited for your students to explore, create, and learn through play.

We also want to give a massive shout-out to everyone who participated. Your enthusiasm for our community and the 211 program was incredible to see. Thank you for helping us spread the word that help truly does start here.

We had the pleasure of attending the Investing in Play & Possibility Ribbon Cutting Ceremony at the Children’s Museum of Stockton on February 24, 2026.

The event underscored the powerful connection between play and education. Interactive, hands-on environments like this museum create meaningful opportunities for children to develop critical thinking skills, creativity, and confidence in a setting designed just for them.
