“Our findings suggest that the increase in the state’s fatal drug overdose rate after implementation of M110 should not be attributed to drug decriminalization, and the state’s contemporaneous transition to a fentanyl-based unregulated drug market is the more plausible explanation."
With support from Oregon Measure 110, Recovery Works NW has more than doubled our capacity for management of life-saving medications to treat fentanyl/opioid use disorder, such as the Sublocade 30-day buprenorphine injection, and for outpatient substance use disorder treatment. Additionally, our Foster Road Detox expanded the Portland Metro Area's capacity for freestanding medical detox by nearly 20%, also with suppOregon Health Authority 110 and our partners at Oregon Health Authority.
In 2021, Oregon implemented Measure 110 (M110), becoming the first state in the US to decriminalize personal use of small amounts of any drug. That same year, the rate of fatal overdoses increased by around 50%, leading the state to recriminalize drug possession starting in September 2024.
