New federal loan caps proposed under the One Big Beautiful Bill Act (OBBA) could make graduate nursing education significantly less affordable starting July 2026 — limiting nursing students to $20,500 per year and $100,000 total, far below other “professional” degree tracks.

NJSNA has taken an official stance opposing this decision. At a time of declining nursing school enrollment, faculty vacancies, and a projected 25% nursing shortage in New Jersey by 2036, these restrictions could further strain the workforce and reduce access to advanced practice nurses and nurse educators.

NJSNA is advocating for nursing to be recognized as a profession under the higher federal loan limits and for stronger state and national support for nursing education.

NJSNA leadership, alongside other New Jersey nursing organization leaders, provided supportive testimony on S2996 (APN Full Practice Authority) during the Senate Health Committee hearing on Monday, February 9.

The bill would eliminate certain practice restrictions for Advanced Practice Nurses, allowing APNs to practice independently and expand access to care across the state. More than two dozen practitioners and lobbyists spoke during the 90-minute hearing as lawmakers consider what this change could mean for patient safety and healthcare access in New Jersey.
