Our members are the service providers who provide the direct "hands-on" programs and supports needed to achieve and maintain permanency and safety for children and youth and stability for families. The safety and well-being of Pennsylvania's children and their families have long been held as priorities by private agencies who share a deep commitment to keeping children safe, families strong, and communities involved. On August 5, PCCYFS hosted a meeting with House Southeast Delegation members at PCCYFS member organization, Cater2You Youth Haven, where members were also able to have a tour of the new facility. Joined by PCCYFS members, Delta Community Supports, Bethanna, and Bethany Christian Services of Greater Delaware Valley, House members heard from PCCYFS regarding their 3 policy priorities: workforce, funding, and liability insurance. Pennsylvania’s budget delay is putting foster care and vital human services at risk.

For the fourth year in a row, a late state budget threatens funding for foster care, adoption, mental health services, and more. Providers like Children’s Home of York face massive shortfalls—up to $417,000 per month—while counties are forced to borrow or cut back.

An estimated $542 million in human services payments are delayed statewide, impacting vulnerable children and families.

Organizations and advocates are urging swift action—and calling for the passage of HB 1609, which would ensure essential services like child welfare are funded even during budget impasses.

This is more than a fiscal issue—it’s a threat to community stability and child safety.
