OutlierEV was created by Dr.John Lowitz, a fanatical motorcyclist and Optometrist from Virginia Beach, Virginia. The design parameters were designed by noted Engineer and inventor Dr.Rob Prinz of James Madison University in Harrisonburg, Virginia.
