ABLE National Resource Center The ABLE National Resource Center is a collaborative whose supporters share the goal of accelerating the design and availability of ABLE accounts.

The ABLE National Resource Center (ANRC) is a collaborative that brings together the investment, support and resources of some of the country's largest and most influential national disability organizations in an effort to accelerate the design and availability of ABLE accounts to meet the needs of individuals with disabilities and their families. Founded and managed by National Disability Institute (NDI), the ANRC's goal is to provide consistent, reliable information concerning the benefits of an ABLE account. In addition, the ANRC aims to educate individuals with disabilities and their families, state government and legislatures, financial service companies and financial planners and attorneys - who focus on trust and estate planning - about ABLE’s potential positive impact on the lives of millions of Americans with disabilities.

Is it a Qualified Disability Expense (QDE)? 🤔 🚗

Yes! Transportation costs such as Uber or Lyft, rental cars, gas and even bus passes can all be considered QDEs when paid with funds from an ABLE account. Vehicle insurance, modifications, inspections, service repairs, tires and vehicles are also all considered QDEs.

QDEs are everyday expenses that support health, independence and quality of life for ABLE account owners.

What is the ABLE Age Adjustment Act, and who becomes newly eligible?

Starting January 1, 2026, more people with disabilities will qualify for ABLE accounts. The Act raises the age of onset from before 26 to before 46, opening the door for millions of new ABLE-eligible individuals.

ABLE Resource: Sample Disability Certificate

Millions of people with disabilities depend on public benefits that limit how much they can save. ABLE accounts make it possible to save and invest for disability-related expenses without losing benefits.

To open an ABLE account, individuals must meet age of onset and severity of disability requirements. If you don’t receive Social Security benefits, some ABLE programs may ask you to keep a physician’s written diagnosis on file.

The ABLE National Resource Center has created a sample Disability Certificate you can use to meet this requirement.

Why the need for an ABLE account?

Millions of people with disabilities rely on public benefits that limit eligibility to those with less than $2,000 in assets. ABLE accounts make it possible to save for disability-related expenses without losing benefits.

SSI beneficiaries can save up to $100,000 in an ABLE account
ABLE savings aren’t counted by Medicaid or many other programs (HUD, FAFSA, SNAP)

At this year’s National Down Syndrome Congress Convention, ABLE NRC Director Jody Ellis joined Rachel Mast and hundreds of attendees to explore how ABLE accounts empower people with Down syndrome to plan, save and thrive on their own terms.

During the session, “Why ABLE? Why Not!”, participants learned how ABLE accounts:
1. Open doors to new opportunities
2. Create greater independence
3. Promote financial and community inclusion
4. Support financial empowerment
5. Align with supported decision-making
6. Help account owners reach goals while protecting public benefits

We also featured the Texas ABLE program, shared Rachel’s personal ABLE story, and debunked common myths through a fun and informative role-play.

The 2025 NDSC Convention theme, “Celebrating All,” reminds us why this work matters: every person deserves tools and choices that support lifelong empowerment. Thank you to the NDSC community for the warm welcome and meaningful conversations. We’re already looking forward to next year!
