At , NCQA's Eric Musser and Rachel Harrington, PhD, shared how NCQA’s priorities for 2026 and beyond are aligning with CMS’ push for measurable outcomes, reduced administrative burden, and greater transparency in quality oversight. As CMS works to streamline its measure set by cutting 12 process‑heavy measures and increasing the weighting of HEDIS® measures to 50% of Medicare Advantage Star Rating, the discussion highlighted a clear shift toward outcomes, access, and patient experience.

The session also underscored growing alignment around digital quality measurement, interoperable clinical data, responsible AI governance, and strengthening primary care. As CMS advances interoperability and prior authorization reforms, NCQA is modernizing accreditation and measurement frameworks to support real‑time data, simplify the patient experience, and ensure quality measurement better informs care delivery, not just reporting.
