Hello, my name is Jade and my mother is a victim of domestic violence, from November 2023 to May 2025 she was neither hospitalized or received emergency treatment each month due to injury sustained from her live-in boyfriend. This Include a three month stay in the hospital this year. This June, with the assistance and support of a domestic violence organization named Hope Work - she obtained a protective order and was safely able to return home to retreat her and her children's belongings. Then three days later, my mother‘s live-in boyfriend charged her with burglarizing the home they shared together for the past few years.
My mother is currently being held without bond at Howard County detention center in Howard County Maryland. She is not a career criminal or a flight risk. She has been accepted in a home monitoring program for Bond- However, the state attorney has refused to support my Mothers request for bond- because my mother‘s abuser claims he won’t be safe if she’s allowed to go home on an ankle monitor. My mother has no history of violence and was the primary caregiver of her live-in boyfriend's children for over two years.
My mother is also dying and in need of a liver transplant when she was arrested- she was so sick. She was immediately admitted to Jon Hopkins hospital, where she remained for a week. - until the jail demanded my mother be released to their custody.
Our family had no knowledge of where she was the entire time - she was handcuffed to a hospital bed for a week and not allowed to call anyone, not even the attorney. They’ve been extremely negligent in her medical care. She has deteriorated mentally and physically. The medication she takes for her failing liver compromise, pancreas, lupus, autoimmune conditions, malnutrition, symptomatic anemia, PTSD, anxiety and blood clotting factor have been denied by the Jail medical contractor due to cost. One of my mother‘s medications, xifaxan, costs $4000 a month. She takes his medication twice a day and has been on it for almost 2 years. The medication treats the condition called hepatatic and encephalopathy. It causes confusion, extreme fatigue and leads to coma. My mother needs this medication to live and has not had it since at least June 17. She also requires a procedure weekly called a paracentesis. It removes toxic fluid from her body since her liver no longer does that job. Basically it does for the liver what dialysis does for the kidneys. She has not had this procedure done because the jail won’t transport her and does not have the equipment to provide the procedure. My mother has gained over 50 pounds of fluid and now I have pain in her chest, no feeling in her toes and high blood pressure.
Her pancreas is damaged and the jail has not even given her the replacement enzyme she requires to digest food properly. As a result, she now has f***l - incontinence so bad as she has bacteria, eating, at the flesh of p***c region from being left in stool for hours without access to a shower. She doesn’t even have hot water in her Cell. My mother has a history of DVT and currently has a blood clot in her right calf. The jail will not give her Lovenox injection. She has been on this blood thinner since she was pregnant with me 25 years ago.
She is losing her sight and recently had a secure in jail hitting her head and was knocked out cold. Instead of transporting her to the hospital, the jail put her in the hole, took away her phone call and never contacted anyone in our family or our attorney.
During this HE episode the jail never called the hospital, instead of calling an ambulance the office ripped off her clothes and put her on su***de watch.
I need your help. Please email the warden of Howard County detention center and state attorney's office and demand proper medical care for my mother, Aisha Owmby.

When the jail took my mother‘s walker and refused to treat her fractures. Her friends helped her retain a private attorney. I’m a college student and my mother's access to any asset is restricted. I need help to pay for the mountain legal cost and even food for my mother. The jail will not give my mother a liver diet.The state attorney stated in court, it is my mother‘s responsibility to supplement her and create a liver friendly diet. My mother is spending over $100 a week in the commissary in an attempt to create a high protein diet. The attorney has said this is acceptable. My mother cannot physically or financially sustain this degree of neglect. As if this wasn’t bad enough - The jail doesn’t even provide My mother's basic hygiene needs. She is not given the proper diapers and only gets one shower day if - allowed one at all. She recently went days without a shower and only got one after her lawyer drove to the jail at 9pm and demanded it.
My family contacted the civil lawyer and my mother. Made a public plea for help. She also called a long time friend who happens to work for a large newspaper. Immediately she became subjected to unimaginable retaliation. Even from the warden herself. I have no idea how to help my mother.
