Council Highlight: South Carolina Developmental Disabilities Council

Advocacy projects empower people with developmental disabilities to lead change. By funding leadership and self-advocacy programs, the South Carolina Developmental Disabilities Council (SCDDC) builds statewide capacity and empowers individuals to transform the systems that affect their lives.

Through their IMPACT SC and Equip programs, SCDDC is empowering people of all ages to become leaders and changemakers.

IMPACT SC supports people with IDD to set and reach personal goals while becoming active advocacy leaders.

Equip is a youth and young-adult program by Able South Carolina that builds leadership and advocacy skills, provides peer support, and more.

On November 1, 2025, Supplemental Nutrition Assistance Program (SNAP) benefits may be stopped. This is due to the current government shutdown.

This will affect almost 42 million people across the nation, including people with developmental disabilities (DD).

If you are a person with developmental disabilities who receives SNAP benefits, you are not alone.

NACDD has made a guide to help you find other resources and understand how getting help could affect your SSI benefits.

This guide answers questions such as:
-What can I do if my SNAP benefits are stopped?
- Can I accept money, cash, or gift cards to buy food?
- What kinds of help are allowed?
- What types of help could cause problems?
- Will my Medicaid or SSI be affected right away if I take gift cards or cash for food?

National Association of Councils on Developmental Disabilities (NACDD) is joined by fellow DD Councils across the country in expressing deep concern about the recent layoffs in the U.S. Department of Education and the Substance Abuse and Mental Health Services Administration (SAMHSA).

These cuts affect key offices, like the Office of Special Education Programs (OSEP), the Rehabilitation Services Administration (RSA), the Office for Civil Rights (OCR), and the Office of Elementary and Secondary Education (OESE), that ensure students with disabilities receive the education, protections, and community supports they are entitled to under the law.

Without strong federal leadership and staff in these offices, oversight, accountability, and guidance to states are severely weakened, impacting schools, families, and individuals with disabilities in every community.

NACDD stands with our fellow DD Councils in urging the Administration and Congress to restore staffing and resources to these critical agencies. People with disabilities deserve a federal system that protects their rights, supports inclusion, and strengthens opportunities for lifelong learning and employment.

NACDD proudly celebrated the 2025 Champions of Equal Opportunity (CEO) Award winners during our National Leadership Summit in Pennsylvania! Big thanks for First Lady Lori Shapiro for joining us at the event and honoring our award recipients this year.

Let's send a big congrats to:

Oscar Drummond (Pennsylvania) received the Betty Williams Champion of Equal Opportunity Award for his visionary advocacy with Self Advocates United as 1 (SAU1).

Lo Thamer (Colorado) received the April Dunn Start Your Journey Award for their groundbreaking youth advocacy and leadership in neurodiversity and inclusion.
