CONGRATULATIONS to Sgt. Jaquiline Davila who re-enlisted in the U.S. Army during a January 29, 2026, afternoon ceremony at the U.S. Military Academy Preparatory School, West Point, N.Y.

Davila is a 68S MOS – Preventive Medicine Specialist – working as an Environmental Health Technician for West Point Public Health.

1st Lt. Andrew Laubach, Chief, Environmental Health Division, Keller Army Community Hospital, provided opening remarks before administering the ‘Oath of Enlistment’.

Brig. Gen. James ‘Jamie’ Burk toured various departments at Keller Army Community Hospital during a January 28-29, 2026, visit to West Point.

Burk is the Commanding General of U.S. Army Medical Readiness Command, East; Director of the Defense Health Network, East; and the 27th Chief of the U.S. Army Nurse Corps.

He toured and was briefed on the construction site of the future dental command, Mologne Cadet Health Clinic, and current dental care rooms. Additionally, he was briefed on Keller’s drone delivery project.

Ms. Elise Zbar was recognized for her more than 14 years of service at Keller Army Community Hospital during a Wednesday afternoon ceremony at Keller.

Zbar began her service with West Point Public Health, as a Public Health Nurse, and concluded as Keller’s Risk Manager.

Lt. Col. Andrew Bigelow, Chief, West Point Public Health; and Lt. Col. Thomas Lehmann, Deputy Commander for Quality and Safety at Keller; Maj. Andrew Neubecker, Keller’s deputy Commander for Administration; and Col. Sean J. Hipp, Keller’s Hospital Commander, provided words of encouragement and accolade about Zbar’s service at Keller.

Additionally, Lt. Col. Robert “Jody” Shipley, Keller’s previous Deputy Commander for Quality and Safety, provided remarks remotely.

Zbar received the Defense Health Agency Meritorious Civilian Service Award for exceptionally meritorious service while serving as the Healthcare Risk Manager. Her professionalism, clinical expertise, and dedication to patient care greatly benefited Keller and the Greater West Point community.

Additionally, Zbar received a U.S. Flag that was flown over West Point and picture, signed by the staff, in appreciation of her service to Keller and the Greater West Point community.

GREATER WEST POINT COMMUNITY – YOUR INPUT IS NEEDED: West Point’s Public Health team is conducting a Community Strengths and Themes Assessment (CSTA) survey as part of our triennial Community Health Assessment and Improvement Plan for West Point.

The survey began on October 1, 2025, and concludes on – the extended deadline – January 31, 2026.

The CSTA is an online survey for community members to provide feedback on the quality of life and perceptions of health and wellness on West Point.

Public Health has stated they are more than 200 responses short of their goal. If they don’t receive enough responses, they will not be able to provide the Garrison with an accurate assessment.

If you have not provided input to the CSTA, we request that you take the time before January 31, 2026. The survey can be found by scanning the QR code or going to https://phpubapps.health.mil/Survey/se/25113745671BB09B.

The end state is to provide the Installation leadership with a report every three years that describes the health of the community and a plan to improve deficient areas. This is a required action for Public Health departments and the last survey completed, on West Point, was in 2023.

Each military pharmacy’s prescription refill line may be unavailable for about two hours. If you call the prescription refill line at this time, you will hear a busy signal. Please wait and call back to complete your refill later.

To obtain a refill, Keller beneficiaries can:

• Utilize MHS GENESIS Patient Portal at https://my.mhsgenesis.health.mil/

• Utilize Q-Anywhere application at https://cxmlink.com/DHAMTF2801

• Go to the Keller Pharmacy to request and pick up your refill.

JANUARY 26, 2026 – 9 PM UPDATE: Keller Army Community Hospital’s clinical care and ancillary services will operate under a “two-hour delay” designation for Tuesday, January 27, 2026.

Surgical and endoscopy procedures will occur as scheduled.

Scheduled Primary Care ‘virtual appointments’ will occur as scheduled.

The delay includes Primary Care (in-person appointments), Pharmacy, Radiology, Laboratory, and Physical Therapy.

This command decision was made from an abundance of caution due to snow mitigation in the parking area.

The Keller Emergency Room is open 24 hours. If you have a medical emergency, call 9-1-1.

If you do not feel safe driving to West Point, please contact the Appointment Center at 315-774-8200, phone; MHS GENESIS Patient Portal at https://my.mhsgenesis.health.mil/; or the Q-Anywhere application https://cxmlink.com/DHAMTF2801 to re-schedule your appointment.

SUNDAY, JANUARY 25, 2026 (5 p.m. UPDATE): In alignment with U.S. Army West Point Garrison, Keller Army Community Hospital is designated CODE RED on Monday, January 26, 2026.

All in-person, outpatient appointments at Keller Army Community Hospital, Brian D. Allgood Ambulatory Clinic, Mologne Cadet Health Clinic, and Arvin Gym PT, are cancelled and your respective clinic will call you to re-schedule.

Scheduled virtual appointments will be conducted.

If your appointment was cancelled and you have not been contacted within 24 hours of the CODE RED, contact the Appointment Center or the respective clinic.

Elective patient encounters, including surgeries, will be re-scheduled. Pharmacy, Radiology, Laboratory, Physical Therapy, and the Keller Café will be closed during a CODE RED weather designation.

The Emergency Room will remain open. If you have an emergency, it is recommended you call 9-1-1.

Officer Candidates Kira Kwan and Jasmina Kolenovic graduated from the Interservice Physician Assistant Program (IPAP) Phase 2 – Class 23-03, which is affiliated with the University of Nebraska Medical Center, during a Friday, January 23, 2026, afternoon ceremony at the Post Chapel, U.S. Military Academy, West Point, N.Y.

During the first 16-month phase at the U.S. Army Medical Center of Excellence at Joint Base San Antonio, Texas, the graduates completed 102 credit hours, more than 100 written exams, multiple practical examinations, a clinical inquiry research paper and presentation, and received a Bachelor of Science degree.

During the 13-month second phase, the graduates completed 15 clinical rotations that took place between Keller Army Community Hospital, Molonge Cadet Health Clinic, and Camp Buckner Aid Station, all located at West Point; Monroe Pediatrics, Monroe, N.Y.; Mid-Hudson Regional Hospital, Poughkeepsie, N.Y.; and Westchester Medical Center, Valhalla, N.Y.

They logged more than 1,200 patient encounters and performed more than 180 procedures each. Additionally, the presented three professional medical lectures, including a written case report, and passed 10 comprehensive ‘end of rotation’ exams.

Upon graduation, Kwan and Kolenovic were commissioned as a ‘First Lieutenant’ in the U.S. Army and New York National Guard, respectively, and administered the ‘Oath of Office’ by Maj. Nathan Glassley, Program Director, IPAP Phase 2, Keller Army Community Hospital.

Christopher Jones was presented the ‘Preceptor Award’ plaque from the Interservice Physician Assistant Program – Class 23-03. Jones’ name will be added to the placard in recognition of their exceptional participation in Class 23-03’s education, their dedication to mentorship, and their devotion to the solidarity of the physician assistant profession.

FRIDAY, JANUARY 23, 2026 – 9 a.m. UPDATE: Keller Army Community Hospital will open for full operations at 10 a.m.

Keller’s facilities team conducted an operational assessment, Thursday night and this morning, and determined we could safely restore hospital utilities.

Keller Café will operate under a limited capacity – serving limited packaged food at 11 a.m. We do have a ‘for-purchase’ food/snack/drink machine on the first floor (near Pharmacy waiting room).

Water fountains will be inoperable (signage will be posted). We recommend you bring bottled water when visiting Keller.

Due to the water boil order on West Point, beneficiaries should let the water run for 30 seconds prior to washing your hands and use hand sanitizer after handwashing.

We cannot THANK YOU enough for your patience as we navigated this unfortunate circumstance. Your health, well-being, and safety remains our highest priority and were a factor in every decision. We look forward to returning to full operations and providing high-quality, safe health care.

JANUARY 22, 2026 – 1745 UPDATE: Keller Army Community Hospital will make an operational assessment on Friday morning, January 23, 2026.

The decision to return to full operations will depend on the restoration of hospital utilities. The restoration of hospital utilities will depend on the repair of the water main break.

• Friday surgeries have been cancelled. Beneficiaries scheduled for surgery will be contacted and the procedure will be re=scheduled.

• Friday morning Primary Care appointments will be re-scheduled for virtual appointments or to a later date. Friday afternoon appointments are still scheduled (in-person) but are subject to change pending restoration of hospital utilities.

• A decision on Pharmacy, Radiology, and Laboratory departments will be made Friday morning pending restoration of hospital utilities. If these services are closed, contingency plans will be put in place.

We sincerely apologize to all our beneficiaries for the sudden suspension of hospital services. It is unfortunate that the water main break has impacted our facilities and the service we provide. We understand the significant inconvenience and concern this causes, and we want to assure you that we are working diligently to restore full services as safely and quickly as possible. Your health and well-being remain our highest priority, and we appreciate your patience and understanding during this challenging time.
