If Joanne’s face looks familiar, it’s because she’s been part of our RTFCIL family for quite some time — working with several departments over the past few years. After years of hard work, determination, and collaboration among multiple agencies, we’re thrilled to share that Joanne has officially transitioned from the nursing facility to her very own apartment in the community! ��

This milestone didn’t happen overnight — it took years of advocacy, persistence, and teamwork. But thanks to an incredible group of partners and advocates, Joanne is finally home and free to live life on her own terms. �

RTFCIL CEO Misty Dion shared her gratitude:

“Thank you and great work to all the fabulous team members who helped make Joanne's dream come true. Most people under guardianship never live to see the day they are freed from institutional entrapment. But she has!”

All you need to do is take a few simple steps and you'll be set up with a trick-or-treating station that every child can enjoy.

Provide Barrier-free Access

Some trick-or-treaters may have difficulties navigating inclines, stairs, curving walkways, etc. Make sure to place your trick-or-treating station at a location that is easily accessible to all.

🎃 Make sure the path to your trick-or-treating station is well-lit.

🎃 Clear your driveway and pathways of any obstacles.

🎃 Park your vehicle on the street or in your garage to allow easy access.

🎃 Set up your trick-or-treating station at the end of your driveway or in your garage.

🎃 If your home doesn't have a driveway why don't you use your vehicle to trunk-or-treat? Show your creativity and decorate your vehicle to make it extra special.

Create a Safe Environment

If you are planning to decorate your trick-or-treating station, your front yard, or other visible areas of your home make sure that you are creating decorations that can be enjoyed by all.

🦇 Refrain from the use of strobe lights and high-pitched, sudden loud noises which may be alarming for some children.

🦇 Some pets can be intimidating so make sure that they are kept safely away from the front of the house.

Everyone is different

Different disabilities can affect how someone interacts with others. All it takes is a little patience and understanding to ensure that trick-or-treaters feel comfortable and welcome.

👻 Not everyone can eat candy, so consider stocking some non-edible treats such as stickers, pencils, crayons, small toys, etc. stored in a bowl separate from your edible treats.

👻 You may see trick-or-treaters that appear older, but that doesn't mean that aren't excited about your treats!

👻 Some trick-or-treaters may not be able to see what they are getting. Consider explaining to them the delightful treat you're providing.

👻 Not everyone communicates in the same way. Just be patient and understanding. The children and their caregivers will appreciate it.

Our History

On October 1, 1995, CILNCP began as a satellite office of the Center for Independent Living of Central Pennsylvania, located in Camp Hill, PA. The Satellite office opened at 210 Market Street, Williamsport, PA under the direction of CILCP Executive Director Theotis Braddy, and CILNCP Project Director George J. Morton. Three years later, CILNCP became an independent Center for Independent Living in Pennsylvania. As of October 1, 1998, CILNCP was granted independent status and was incorporated as CILNCP, Inc. under the 501 © (3) of the IRS Code. As part of our celebration, CILNCP hosted a CILebration banquet on October 1, 1998 at the Genetti Convention Center, in Williamsport, PA. Participants present included CILNCP Advisory Council Members, CILCP Board of Directors’ Members, and several staff members from both CILNCP and CILCP. Also, at this time the CILNCP Advisory Council became the Board of Directors of the newly independent CILNCP, and George J. Morton was appointed as the CILNCP Executive Director.

Communities that take pride in their accessibility for all, understand the importance of including and consulting the disabled community on matters that impact them. Disability advocacy is a non-partisan subject. Our elected leaders, especially on the local level, need to be cognizant of the disability community they serve. We are not invisible citizens within our community.
