Medicaid funding for critical behavioral health supports for individuals with autism is being cut beginning on October 1, 2025. These services are essential for helping children and families thrive — but they are at risk.

NC Budget Talks Break Down — Contact Your Legislators Now!
The North Carolina General Assembly (NCGA) is underfunding the North Carolina Department of Health and Human Services (NCDHHS) by $319 million — putting essential Medicaid services at risk.

On August 15, 2025, NCDHHS announced significant Medicaid budget cuts due to this shortfall, including:

A 10% rate reduction to Research-Based Behavioral Health Treatment (RB-BHT) services

A 3% rate cut across most other Medicaid benefits

These cuts disproportionately affect children and people with disabilities and directly contradict the Department's stated goals of:

Protecting services for vulnerable populations

Preserving critical behavioral health supports during a mental health crisis

Avoiding higher-cost institutional care by maintaining home and community-based services

Jonathan brings 20 years of experience working with children and has spent the past two years providing behavior analytic services to individuals with special needs including those who exhibit challenging behaviors. He holds a Bachelor of Science in Biblical Studies from Moody Bible Institute and is currently pursuing a Master’s degree in Applied Behavior Analysis from Florida Institute of Technology. Intern, Early and Advanced Learner Programs

Elizabeth holds a Bachelor of Arts in Elementary Education from Fort Hays State University and is currently pursuing a Master’s degree in Applied Behavior Analysis at the Florida Institute of Technology. She brings a decade of experience working with children with special needs, including more than five years providing applied behavior analysis (ABA) services to young children with autism. For the past two years, Elizabeth has worked at the Center for Pediatric Behavioral Health, initially as a Registered Behavior Technician (RBT) and later advancing to the role of Lead RBT. She is currently completing a two-year graduate-level internship in our Early and Advanced Learner Programs under the supervision of Dr. Maya Fallon as she works toward becoming a Board Certified Behavior Analyst. 🌳⭐

Intern, Early and Advanced Learner Programs

Rachel earned a Bachelor of Science in Recreational Therapy from East Carolina University and a Master’s degree in Special Education with a concentration in Applied Behavior Analysis from Arizona State University. She brings over four years of experience providing applied behavior analysis (ABA) services to children with autism spectrum disorder across a range of settings as a Registered Behavior Technician. Rachel has been part of the CPBH team for over a year and is completing a post-graduate internship in the Early and Advanced Learner Programs under the supervision of Dr. Maya Fallon. 🌳⭐
