It has been said sometimes that the various deities of Hinduism are not separate entities but various expressions or manifestations of God. While this is true, the manifestations may not be equal. Shiva is not advanced a deity as Brahman, it is understood, while the local planetary deities, like Surya, are perhaps Buddhas, not avatars.
In my astrological studies, I have come to the belief that Brahman, the highest avatar, has several forms, each of which relates to a different planet. For example, Nivaran is Brahman in his sun form. NavDurga is his manifestation, or coporeal existence, relating to the Moon. Santan Gopal is the highest Mars god and probably Brahman, as is OM (the highest mantric deity) for Mercury, Narashima for Venus, and Manokamna for Saturn. Sri Ram, I think, is the highest Rahu avatar.
Brahman himself, of course, relates to Jupiter, the planet of law, justice, spiritual energy, and enlightenment. I suspect you might think of these various incarnations of God himself, in different time periods, although the concept of Time may be irrelevant to such an equation. As Brahman is outside of Time, he may inhabit all forms simultaneously, rotating through the week on the Varas, or planetary days, in each of his relevant incarnations.
