Ohio Association of County Boards of DD We provide advocacy, communications, education, and support to all 88 of Ohio's county boards of DD.

The purpose of OACB is to:

- To work for the interests of persons with developmental disabilities in the State of Ohio.
- To work on behalf of and for the interests of County Boards of DD promoting effective and efficient management and administrative practices and services.
- To standardize, coordinate, simplify, and disseminate basic information to County Boards of DD and to assist in public relations efforts.
- To maintain, promote, and improve effective administrative capabilities of Board Members and Superintendents in the county board through in-services, technical assistance, conferences, and research studies utilizing the most cost effective means.
- To monitor legislation at the State and National levels which affects persons with DD and County Boards of DD and to advocate for their interests through efforts of interested citizens, other DD professionals, and lobbying.
- To act as an effective professional resource with the Governor's Office and all state departments and associations promoting the interests of County Boards of Developmental Disabilities.
- To develop an information system to assist County Boards in data processing, information flow, and data standardization.
- To establish and coordinate specialized purchasing for services utilized and requested by our membership.
- To provide legal research and opinions for member County Boards of DD.

By partnering with I Can Shine, Kenyon College, and Knox Public Health, Knox DD brought this life-changing program to the community—helping children and adults with developmental disabilities learn to ride a two-wheeled bike in just one week. The smiles, confidence, and independence say it all!

The South Euclid Police Department partnered with the Cuyahoga County Board of Developmental Disabilities to spread holiday cheer through a special donation drive benefiting adults living in a local group home.

Officers launched the effort to go beyond a traditional toy drive, focusing on meaningful community connection and inclusion. The inaugural Neighbor’s Helping Wishes Come True Holiday Donation Drive supported a six-person home operated by The HELP Foundation and included generous donations from community members and local groups.

Police officials hope to make the drive an annual tradition, supporting different homes each year and continuing to build understanding and connection throughout South Euclid.

On Monday, Vivek Ramaswamy, the presumptive GOP nominee for Governor of Ohio, met with county board leaders Erin Simmons—a Seneca County Board of DD-Seneca County Opportunity Center board member and mom of six, three of whom are eligible for services, and Michelle Gifford–a person with developmental disabilities who made history as the first person receiving services from Pickaway County Developmental Disabilities to be appointed as a county board member, for an advocacy conversation about the future of Ohio’s developmental disabilities system.

Ohio’s county board system was founded by families, and it remains led by families—alongside people with developmental disabilities themselves—who serve in governing roles across the state. As candidates consider their plans for state government, it is essential that they understand not just the mechanics of funding, but the real human consequences of getting these decisions wrong.

We had a substantive discussion about the challenges facing our system, including efforts to reform property taxes and the possibility of a ballot initiative next November that could eliminate them altogether. Because county board property tax dollars play such a major role in funding DD waiver services for 45,000 individuals in Ohio, not to mention services and supports for more than 70,000 people who don’t use a waiver, these conversations cannot be theoretical. They require careful consideration and a clear understanding of the risks to people with developmental disabilities and their families if foundational funding structures are disrupted.

We are grateful to Vivek Ramaswamy and his campaign advisors for taking the time to meet with us and engage in a thoughtful, respectful conversation about the future of this system.

This meeting is part of a broader, nonpartisan effort to ensure that major candidates for governor understand the importance and necessity of Ohio’s county board system. We will continue these conversations across the political spectrum, including with the current presumptive Democratic nominee, Dr. Amy Acton, because this work is about stewardship, stability, and long-term sustainability—not politics.

Across all of our advocacy, we are intentional about putting people with developmental disabilities and their family members front and center—not as symbols, but as our system’s leaders. Their perspective matters most because they are the ones who live with the consequences of these decisions. We're honored to stand alongside Michelle, Erin, and countless others like them in support of people with disabilities and their families in Ohio, and remain committed to continue uplifting their voices as we forge a bright future for our state’s DD service delivery system!

Congratulations to Kara Brown, of Ross County! Kara, co-facilitator of Ross County Sibshops and a dedicated advocate for people with developmental disabilities, has been named the 2025 Tom Fish Sibling of the Year at the Ohio Sibs Annual Gala.

Her leadership with Pioneer Center / Ross County Board of Developmental Disabilities SibShops and Teen Sibs, along with launching Ohio’s first Teen Sibs Photovoice Project, has made a true impact in Ross County. As Superintendent Amy Beeler shared, Kara’s passion for the DD community and her commitment to supporting other siblings, all while attending college, is truly inspiring!
