Partners 4Kids Cecilia N. Penn, M.D., MPH, FAAP


Dr. Penn is a Board Certified Pediatrician and a Fellow of the American Academy of Pediatrics.

Partners 4Kids provides holistic and comprehensive primary care by combining medical and allied health disciplines to promote the well-being of children from birth through adolescence. Dr. Penn received her college education at Cornell University, where she obtained a Bachelors of Arts in Biology and Society in May 1997. With a focus on primary care and preventive medicine in under-served communit

ies, she obtained her medical degree at Howard University College of Medicine in May 2001. Dr. Penn completed her post-graduate training in pediatrics at the New York Presbyterian Hospital-Columbia University, where she also received specialty training in Community Pediatrics through the Anne E. Dyson Community Pediatrics Program. She obtained further training in Preventive Medicine and obtained a Master in Public Health (MPH) degree in Health Policy and Management/International Health from The Johns Hopkins University Bloomberg School of Public Health in June 2006. To achieve practical experience in public health/health policy, Dr. Penn received the distinguished Luther Terry Fellowship within the Office of the Surgeon General and worked in the Office of Disease Prevention and Health Promotion at the U.S. Department of Health and Human Services in Washington, DC. Dr. Penn is committed to practicing community pediatrics, improving quality care, serving the under-served, and working towards systemic changes that affect health status. She now serves as a private practice Pediatrician and as the Performance Improvement Physician for Schneider Regional Medical Center and she enjoys playing the piano, spending time with her family, and exercising in her free time.

🚨 Measles Cases on the Rise: What Parents Need to Know 🚨

As of July 15, 2025, there have already been 1,309 confirmed measles cases in the U.S. — a dramatic increase compared to 285 in all of 2024 and just 59 in 2023.
This marks the highest number of cases in a single year since 1992, according to the CDC.

Measles is highly contagious but completely preventable with the MMR (measles, mumps, rubella) vaccine. The rise in cases is a reminder of how important it is to stay up-to-date on childhood immunizations.

🌟 Partners 4Kids partnering with Virgin Islands Dept of Health at the 2025 Health & Wellness Fair at Ivanna Eudora Kean High School. We performed wellness check ups for children of all ages and administered much need vaccines to keep our kids healthy. Congratulations to the DOH team for putting together an amazing week of health services and helpful resources for our community. Many thanks to our P4K team - Dr. Young, our medical assistants- Jessica Gibs, Anesha Halliday, and Janel Webster for making this week a success. Our community’s health is our future! Let’s all continue to work together to keep health as our #1 priority! Dont forget to schedule your back to school check up💪🏾
