NUDOR - National Union of Disabilities' Organisations of Rwanda Promoting and protecting the rights of persons with disabilities in Rwanda

NUDOR is the civil society organization established in 2010 by eight national organizations of people with disabilities. Despite the strong political will of the Government of Rwanda in passing laws and ministerial orders, many people with disabilities remain socially excluded and without access to many of the opportunities that other Rwandan citizens benefit from. They represent a large proportion of those who live in poverty and those who experience gender based violence, Only a minority of children with disabilities are currently in school, and many are still hidden by their families

Very few are able to make it to University . Access to aids and rehabilitative support for visual , hearing and physical impairments is limited. A general lack of awareness amongst the population means that people with disabilities do not generally receive good services or support when they need health care, legal aid and advice, vocational training, employment, or access to the justice system.

🌍 Rwanda Celebrates the International Day of Persons with Disabilities 2025! 🇷🇼♿

On December 3rd, Rwanda joined the world in marking the International Day of Persons with Disabilities (IDPD 2025) with a national celebration held in Nyabihu District. The event brought together leaders, development partners, organizations of persons with disabilities, and the public to reflect on the progress made—and the challenges that remain—in building a more inclusive Rwanda.

✨ Key Highlights from the Celebration:
✔️ The Governor of the Western Province, Jean Bosco Ntibitura, applauded Rwanda’s progress in promoting the rights and welfare of persons with disabilities and thanked national leadership for championing inclusivity.
✔️ Nyabihu District’s Mayor emphasized how people with disabilities are benefiting from social and economic initiatives, urging communities to work together to build an inclusive and just society.
✔️ NCPD Vice President, UGWANEZA Norbert, called for increased investment in accessible infrastructure, noting that outdated public buildings continue to limit access to key services.
✔️ Speaking for UNICEF and the UN in Rwanda, Lieke van de Wiel reminded everyone that disability does not mean inability—and highlighted the need for inclusive infrastructure, equal schooling for children with disabilities, and stronger efforts to eliminate stigma.

During the celebration, several community groups and associations were honoured for their exceptional contributions to disability inclusion. Awards included financial support and certificates recognizing their impactful work.

The message of the day was clear:
IDPD is not only a day of celebration—it is a call to action.
We must continue breaking barriers, amplifying voices, and ensuring that every person with a disability can participate fully in society.

Empowering Youth with Disabilities: NUDOR’s Ongoing Commitment to Inclusion and Independence

On November 6, 2025, the NUDOR - National Union of Disabilities' Organisations of Rwanda proudly donated a variety of assistive devices including wheelchairs and crutchesto support young people with disabilities across Rwanda.

This donation, part of NUDOR’s Economic Empowerment Program, is aimed at helping youth with access essential services, participate fully in their communities, and strengthen their opportunities for employment and independence.

“With these new prostheses, mobility will be much easier and will help us perform our duties more effectively,” said Munyaneza Dieudonnee, one of the beneficiaries. “they will also enable us to take part in various community activities and show that we are capable of doing what others thought we could not.”

Another recipient, Jeannette Uwizeyimana, a graduate in Biomedical Laboratory Sciences and participant in the We Can Work program, shared:
“Instead of crawling on the floor, I can now move around with ease. These devices will help us live and work more independently.”

While handing over the assistive devices, Mr. Nsengiyumva Jean Damascene, NUDOR’s Executive Secretary, encouraged young people with disabilities to see the devices not just as tools for walking, but as instruments for empowerment and development.
“You should be thinking of projects that will help you grow. When you take initiative, those who wish to support you will find a place to start.”

In total, 16 young beneficiaries received assistive devices, including 9 wheelchairs and crutches, each one representing a step toward greater dignity, independence, and inclusion.

At NUDOR, we believe that empowerment begins with accessibility, and that every person deserves the tools and opportunities to reach their full potential. Together, we are building a more inclusive Rwanda for all.

NUDOR Partners’ Meeting 2025 – Celebrating Progress, Strengthening Commitments
On October 31, 2025, NUDOR - National Union of Disabilities' Organisations of Rwanda held its annual Partners’ Meeting in Kigali, bringing together dedicated partners and stakeholders to reflect on achievements and renew our shared commitment to building an inclusive Rwanda.
This year’s meeting celebrated remarkable progress in advancing the rights, inclusion, and wellbeing of persons with disabilities, and unveiled NUDOR’s new four year Advocacy Strategy, aligned with the UNCRPD and Rwanda’s Vision 2050.
Key Highlights of 2025:
Inclusive Health:
Cabinet approved inclusion of all assistive devices under Community-Based Health Insurance (CBHI).
1,714 people reached through eye screening campaigns, and 960 health workers trained on disability inclusion.
641 children and youth received medical and rehabilitation support; 82 inclusive safe spaces created nationwide.
Inclusive Education:
985 teachers trained in Special Needs & Inclusive Education.
50 school resource rooms equipped and 676 children re-enrolled in school.

🌟 Celebrating Champions of Disability Inclusion in Rwanda! 🇷🇼
On October 16, 2024, a remarkable milestone was reached as 19 young people with disabilities officially graduated as Disability Inclusion Facilitators (DIFs) under the We Can Work program.

After a full year of intensive training, mentorship, and hands-on advocacy, these young leaders are now fully equipped to promote and implement disability inclusion in workplaces, institutions, and communities across Rwanda.
🎤 Speaking on behalf of the graduates, DIF Munyengabe Emmanuel expressed gratitude to NUDOR, the We Can Work team, Mastercard Foundation partners, and especially the Disability Inclusion Advisors who supported the DIFs every step of the way.
He also called for stronger collaboration with partners who have not yet engaged fully, reminding everyone that inclusion must be intentional and collective.

👏 Representatives from Mastercard Foundation, Access to Finance Rwanda, and NUDOR reaffirmed their commitment to work with certified DIFs to build a more inclusive future — one where persons with disabilities are empowered, included, and supported in every space.
🧩 What is a DIF?
A Disability Inclusion Facilitator is a trained young person with a disability who coaches organizations, connects people with disabilities to opportunities, and helps ensure that inclusion is not just a policy — but a lived practice.
💪 With their certificates in hand, these 19 DIFs are ready to lead change — not only with Mastercard Foundation partners, but throughout Rwanda.

The graduation may mark the end of the training year, but the real work starts now. Let’s continue working together to make disability inclusion a reality everywhere.

From 29 – 31 July, 2025 NUDOR - National Union of Disabilities' Organisations of Rwanda , through the Program, facilitated an impactful engagement session with companies and organizations operating in rural area of Nyamasheke District in . This session focused on awareness training, aiming to foster workplace cultures and encourage employers to actively support and hire young women and men with .

Following this initial engagement, the NUDOR RWANDA team conducted follow-up visits, providing an opportunity to reflect on the commitments made and discuss practical steps toward implementation. These visits deepened conversations around and laid the groundwork for meaningful partnerships.

As a direct result of these efforts, seven companies committed to offering work experience placements for youth with disabilities, marking a significant milestone in advancing inclusive employment at the local level.

they also increased Commitment to Inclusive Hiring where Employers expressed strong interest in reviewing their recruitment and committed to making their more accessible and supportive for young women and men with disabilities.

There was also the Strengthened Collaboration with WE CAN WORK program after The session laid the foundation for ongoing partnerships, where employers were introduced to practical support tools, including inclusive employment toolkits, technical assistance, and access to skilled youth with disabilities.

As Successes, different companies pledged to continue working with NUDOR RWANDA and the Program and an MOU is currently being drafted and will be submitted to these companies in august to help parties work more collaoratively.
Additionally, some companies agreed to provide work experience placements for young women and men with disabilities each, further demonstrating their dedication to inclusive employment and NUDOR RWANDA is looking forward to continued collaboration to work together to create more inclusive and equitable workplaces for all.

The We Can Work program is implemented by Light for the World and the African Disability Forum (ADF), in partnership with the Mastercard Foundation . It works in close collaboration with umbrella organizations of persons with disabilities and entrepreneurship hubs across seven countries of , , , , , , and .

From July 21st to 25th, 2025, under the We Can Work program in Rwanda, NUDOR - National Union of Disabilities' Organisations of Rwanda in collaboration with the Support Organisation Collaborative ) and Challenges Rwanda, officially launched the We Can Work Academy in Kigali, Rwanda. This initiative offers selected youth with the opportunity to participate in Core Life Skills Training, covering six key modules: Personal Understanding and Exploration, Self-Advocacy, Communication Skills, Sexual and Reproductive Health and Rights, Enterprise or Employment, and Mental Health.

These modules are thoughtfully designed to support participants in gaining a deeper understanding of themselves, exploring their potential, and making informed decisions that align with their personal goals and aspirations. The training aims to empower young and men with to pursue dignified and fulfilling employment opportunities in the future.

The We Can Work program is implemented by Light for the World and the AFRICAN DISABILITY FORUM ADF, in partnership with the Mastercard Foundation. It works in close collaboration with umbrella organizations of persons with disabilities and entrepreneurship hubs across seven countries: Rwanda, Kenya, Ethiopia, Uganda, Senegal, Ghana, and Nigeria.

This 10th july 2025, Council of Persons with Disabilities (NCPD) in Rwanda, the Ministry of Finance and Economic Planning and National Commission for Human Rights in Rwanda committed to advocate for an increase in the national budget allocation for programs and activities promoting in Rwanda. it was in the meeting organized by the NUDOR - National Union of Disabilities' Organisations of Rwanda & Cladho-Rwanda, also attended by organizations in Rwanda (OPDs) .
