Ms Kapenda brings a wealth of experience and a visionary approach to leadership that aligns perfectly with our goals and values as a Municipality. With notable achievements and experience, spanning over twenty (20) years in regional and local government, we are confident that Ms Kapenda will guide the Municipality of Walvis Bay with insight and dedication.

Ms Kapenda joins us after serving just over two years at the Tsumeb Municipality as a Chief Executive Officer. Prior to that, Ms Kapenda was the Director for Development Planning the Oshikoto Regional Council for five years. From April 2015 to 2017, she worked at the Kavango West Regional Council in a role as a Director of Development Planning. Furthermore, Ms Kapenda was at the helm of the Ruacana Town Council as Chief Executive Officer for nine (9) years from 2006 to 2015. During her time there, Ruacana was upgraded from a Village Council and obtained the status of a town. Additionally, under her leadership, Ruacana was awarded as the best performing town in 2015.
