Texas has adopted updates to h**p regulations through the Department of State Health Services (DSHS).
These changes take effect March 31, 2026 and will impact h**p businesses across the state.
One of the biggest changes affects THCA h**p flower.
Under the new rules, THCA is now included when calculating total THC levels.
Because of this change, most THCA h**p flower will no longer meet Texas h**p compliance standards.
Additional rule updates include:
• Manufacturer licenses increasing to $10,000 per facility (3,775% increase)
• Retail licenses increasing to $5,000 per location (3,126% increase)
• Expanded testing requirements
• Updated packaging and labeling rules
• Additional record-keeping requirements
