*MEDIA STATEMENT BY KZN HEALTH MEC Ms NOMAGUGU SIMELANE-ZULU AS COVID – 19 SECOND WAVE HITS HEALTH WORKERS: “WE APPEAL FOR CALM; AND STRICTER ADHERENCE TO COVID PREVENTION AND MANAGEMENT PROTOCOLS”*

OVER the past few hours, we have been inundated with media enquiries containing allegations of healthcare workers and support staff being infected with COVID – 19, at various hospitals in and around eThekwini District.

We have also noted correspondence being widely distributed on social media, purportedly by staff, among others, alluding to these infections.

It is with a deep sense of concern that we, indeed, confirm a significant rise in COVID – 19 infections among health workers, which has become noticeable in recent weeks.

Those who have borne the brunt of COVID – 19 include our frontline staff, such as nurses, doctors, as well as allied health workers, administrative clerks, and general orderlies.

At Addington Hospital, 38 staff members have tested positive for COVID – 19 since the start of December 2020. This includes 5 doctors, 11 nursing staff, 1 allied worker, and 21 support staff members.
However, Addington Hospital continues to function, and is accepting all walk-in patients. Only those who are picked up by ambulance are being diverted to Prince Mshiyeni Memorial and King Edward VIII hospitals.

At RK Khan Hospital, the total number of staff who have tested positive is 23, which is made up of 7 Nurses, 10 doctors, 2 radiologists, 3 clerks and 1 general orderly. Contrary to unfounded reports, RK Khan is also open and providing healthcare services, while following strict COVID – 19 infection prevention and control protocols.

On 9 December 2020, our Health Minister, Dr Zweli Mkhize, announced officially that the country is experiencing a resurgence of COVID – 19, with KwaZulu-Natal among the four provinces that are driving the spread of the virus, alongside Western Cape, Eastern Cape, and Gauteng.

It should be understood that healthcare workers and other staff who work within the health environment form part of the ecosystem of broader society. By virtue of this, they will not be immune to epidemiological changes and other realities within society.

But beyond that, given the sensitivity of their work environment, and their higher occupational risk exposure, health workers carry an additional burden of responsibility to take care of themselves, and follow the necessary COVID – 19 precautions at all times.

This is vital.

Generally, COVID – 19 is only flaring up now, because when the COVID - 19 statistics started to go down, too many people became complacent and started assuming that the virus was no longer a threat.

This was despite our constant warning about the possibility of a COVID - 19 resurgence, and the need to adhere to the precautions.

We are now learning the hard way how wrong those assumptions were. With the second wave now here, if the precautions are strictly followed, there actually lies an opportunity for health workers and the general South African public to buck the trend and avoid being part of the statistics from this global phenomenon.

The resurgence of COVID - 19 should be a turning point that galvanises society to work together to arrest, once and for all, the acquiring and further spread of the virus.

Where we find ourselves now need not amount to a second wave of panic, which helps no-one; and instead sows fear, stigmatisation and the discrimination of staff and patients from those affected facilities.

Having been exposed to the first outbreak of COVID - 19 earlier this year, all of us ought to be wiser this time around, having learnt a number of valuable lessons.

Chief among those lessons has been the need for us as Government to ensure, as we have, that there is always sufficient Personal Protective Equipment; as well as to ensure that all staff are trained on its correct usage, in line with protocols.

COVID – 19 UPDATE
Over the past 24 hour reporting period, KwaZulu-Natal has reported 1613 new COVID – 19 cases, which brings the total number of infections to 139 366. At least 120 207 people have recovered. Sadly, there have been 4 new deaths in KZN, bringing the number of fatalities to 3457.
As at Saturday, 12 December 2020, the province had 1 335 patients admitted in both private (n=941, 70%) and public (n=394, 30%) hospitals. Of those admitted, 169 patients (13%) required intensive care services. Private hospitals had more patients in ICU (87%, n=147) than public facilities (13%, n=22). Among those who required intensive care, 37% (n=62) were ventilated in both private (74%, n=46) and public (26%, n=16) facilities. Other patients, 10% (n=128) were admitted in high care units.

IMPACT ON HEALTH WORKERS
A total of 7 451 health care workers (HCWs) have been infected with COVID-19 in the public sector since the beginning of the pandemic. Of the total infected, 91 (1%) have sadly succumbed to the disease.
The majority of the infected health care workers (IHCW) were nurses (57%), followed by doctors at 6%, with the balance coming from other categories.

OPERATIONAL BED OCCUPANCY STATUS (PUBLIC SECTOR)
Of the total available isolation beds (n=919), 57% are vacant, while from the total ICU beds (n=85) allocated in the public sector, 26% are currently occupied.

DISINFECTION PROTOCOLS
In line with COVID – 19 prevention and management protocols, where staff or patients have tested positive, the affected areas are decontaminated, while contact staff get tested and put on quarantine.

STATE OF READINESS
The number of admissions is increasing daily, but we are confident that we will be able to cope. We are ready, thanks to the staff that we recruited and extra bed capacity that has been prepared throughout the province.

CALL TO PUBLIC ACTION
We wish to re-iterate that now is not the time to panic, or point fingers, or despair. We appreciate the courageous and gallant manner in which healthcare workers have helped us fight COVID – 19, and we call upon them to, at all times, remain alive to the high risk that they face.
We call upon them to solider on, use established channels to air any work-related grievance that they might have.
Now is the time for us to use the collective wisdom that we have gained in the recent past, to stand up against the virus and boldly declare: never again.
Never again should we succumb to a virus that we now understand better, which does not move on its own, but gets moved by us.
Now is the time for us to apply stricter adherence to prevention measures by wearing our masks when we venture to the public.
Now is the time for us to avoid congregating in large groups.
Let us wash our hands regularly with soap and water or alcohol-based hand sanitizer, and keep a distance of at least two metres between ourselves and other people.

HLABISA HOSPITAL TOOK AWARENESS ON GENDER BASED VIOLENCE TO EZIBAYENI TRIBAL AUTHORITY.

Awareness was targeting IziNduna and Tribal Council of eZibayeni Tribal Authority under Inkos B Mdletshe at Hluhluwe today 08 December 2020 at 10h00.

This awareness was held as part of 16 Days of Activism Against Women and Childrens Abuse started from the 25 November 2020.

Purpose of this awareness was to unpack diferent forms of Gender Based Violance so that IziNduna can easily identify them within the community they lead and act against them accordingly.

Sr. Z.B Qwabe unpacked the following forms of Abuse:-
1. Childrens Abuse
2. Women Abuse
3. Physical Abuse
4. Psychological Abuse
5. Emotional Abuse
6. Sexual Abuse

She indicated that forms of assistance on each kind of abuse has been made available by the government through various Government Departments including the Department of Health specifically Hlabisa Hospital.

All required from men is to protect the weakest; never turn a blind eye; and report all abuse that comes to their attention to the relevant authorities.

Mr. I.B Mathe (Social Worker) mentioned that intervention is provided to the victims, however the whole affected family needs to be visited by the social worker in order to try and investigate the developments to the abuse and then develop the rehabilitation program.

Inkosi Mdletshe thanked the Hospital for conducting such awareness to Izinduna and requested the department to avail itself whenever called by Izinduna in all meetings that they will be organising within their wards to curb this evil spirit.

Hospital Management remains committed to availing all forms of assistance at its disposal required to end this kinds of violence and support the victims in all their way to rehabilitation.

URGENT ANNOUNCEMENT: MATRIC RAGE GATHERINGS IDENTIFIED AS SUPER SPREADER EVENTS

We wish to make an urgent announcement to all parents and learners regarding a super spreader event that has been identified.

The Rage 2020 events which we have been advised are hosted annually to celebrate the end of matriculation took place at the following
areas and dates:
• Rage Ballito - 27/11 - 04/12
• Rage Plettenberg Bay - 27/11-05/12
• Rage Johannesburg - 12/12-13/12
• Rage Jeffery’s Bay - 26/11-6/12

We confirm that we have now identified a number of COVID-19 confirmed cases arising
from these super-spreader events .

This therefore means that if you attended any of these
Rage events , you are now regarded as a contact.

We now urge all the Rage attendees to immediately go into a 10 day quarantine period as per the Department of Health Guidelines on Quarantine and Isolation.

We also urge that all Rage attendants test for COVID-19.

We also encourage parents to take their children who have attended Rage for testing as soon as possible.

We warn South Africans that this is a clear illustration that large gatherings which involve the consumption of alcohol are a major risk and continue to undermine our efforts to contain the spread of the virus.

Whilst government makes an effort to contain this virus, we now plead with all parents to
also exercise their their parental prerogative and set boundaries on activities that their children (specifically the youth) can participate in.

It is clear that in these entertainment activities, most participants are not constantly conscious of good behaviour.

This means that our youth is not only exposing themselves to the risk of contracting COVID-19, but they also put the lives of their parents, grandparents and other loved ones living with co-morbidities at risk.

We also encourage all participants of these super-spreader events to download and interact with the COVID-Alert App as part of our contact tracing efforts.

It is also worth noting reports we have received that a few private hospitals in Durban now have full ICU’s.

We continue to plead with all citizens that each individual’s behaviour will determine
whether we conquer in this fight or if the virus continues to defeat our efforts.

HLABISA HOSPITAL HAST UNIT HELD TB; HIV/AIDS COMMUNITY DIALOGUE AT MAZALA AREA MTUBATUBA.

Today 26 November 2020 Hlabisa Hospital HAST unit responsible for HIV/AIDS and TB Management held Community dialogue on curbing the spread of diseases at Mazala Area under Mtubatuba Local Municipality.

The event was held at Mpandleni Community Hall under strict COVID-19 regulations. Wearing of the mask was the pre requisite before entering the hall. Audience was screened for COVID-19 and was kept sanitized every 20 minutes.

Mr Gumede welcomed all present on behalf of Induna, while Mr Nkosi (Hast Operational Manager) delivered purpose of the dialogue that was to share indicators with the community and give public an oportunity to share idears on how best can we curb the spreading of the diseases in the area.

Mrs Ndwandwe TB Coordinator shared Indicators of TB management and stressed that people were not adhering to TB treatement guidelines others were defaulting on TB course.

Cllr Mrs Shezi requested the Hospital to continue having these Dialogues throught all wards in oder to enlightened those who do not take the importance of their lives seriously.

Mr. Maphosa from SASSA shared the form of Support provided by SASSA to all infected patients and the procesures to be followed accordingly.

Mrs S.R Mtshali from URC pleged the URC support in walking with the community and supporting all initiatives purporting to fight against TB. She urged audience to take fight against TB into their own hands than shifting blame to government because "Your Life Is About Yourself, Nobody Else But Yourself".

Mrs.Moyana on behalf of Traditional Healers indicated that they were commited to work hand in hand with the Deparment of Health to save lives of the people than focusing on personal financial gains.

Audience was given an opportunity to ask questions and were given responses accordingly.

The dialogue resolved as follows:
1. Public to adhere to all Treatment protocols
2. Clinic to ensure availability of Medication
3. Puplic to use their Allocated Clinic rather than crossing borders.
4. Clinic to improve waiting Times
5. Public to use also their allocated Mobile Clinic for minor ailments.

Operational Manager for Nkundusi Clinic catering for Mazala Community thanked all community members for their presence and commited herself and the clinic to improve in all gaps identified by the public in this dialogue.

Adherence to the resolutions will be monitored through OSS War room where the Clinic will always report on progress towards achieving the said resolutions.
