MAP Water Leaders in Water Provision

MAP LM as a Water Services Authority (WSA) has established Maluti-a-Phofung Water (MaP Water) on the 01st November 2005 as a Water Services Provider (WSP) to address water and sanitation provision issues within its jurisdiction. Since this entity was established Maluti-a-Phofung Water has achieved the following outstanding performance:

• Obtaining two blue drops in 2009 and 2011.
• Received an award from DWA for achieving on National level best data credibility.
• In 2010 MaP Water received an award for the best performing Municipality in the Free State.
• MaP LM being rated as the best performers in the Free State on green drop certification even with budget shortfalls.
• The entity performing excellent according to the service level agreement between MaP Water and MaP Municipality.
• Improved maintenance of assets and water system.
• The expertise of internal staff that were utilized to advice, assist and identify IDP projects within the municipality for the implementation for high quality water treatment and water systems improve the service delivery to the community.
• We have remained a NOSA 5 star safety rating within the boundaries of QwaQwa and we are in process to be audited for a NOSA grading for the entire area of jurisdiction.
• The entity has achieved unqualified audit opinion during the financial year 2012/2013 moving from disclaimer to unqualified with the efforts made by the whole team from entry level to top managers, their efforts lead to unqualified opinion.
• Effective water quality monitoring even with limited resources.
• Attending to more than 80% of customer queries within the customer charter time frames (According to the customer charter, MAP Water must respond to consumers’ queries within 48 hours).
• Having committed employees that are willing to put the entity first by working overtime.
• Retaining most of its skilled staff.
• Optimizing the operation of assets for effective service provision.
• Improving troubleshooting capabilities especially in areas affected by power failures and delayed project implementation.
• Minimizing the amount of vandalism to the assets under MAP Water’s jurisdiction with the limited security personnel.
• Set high targets to achieve and improve on its planning capabilities even with limited resources. MaP Water relates to the community with the following:

• Map water conduct water awareness campaign to Schools, industries, communities and Projects conducted by the Municipality (EPWP and CWP).
• We also conduct roadshows to all wards around Maluti-a-Phofung. We also notify the community of the water interruptions through following mode of communication:

• Local radio station (Qwaqwa Radio).
• National Radio Stations (Ofm and Lesedi fm).
• We also distribute information pamphlets in the affected areas.
• Loudhailer it’s also utilized to convey the message. The community benefit from MaP Water’s programs in the following:

• Awareness Campaigns - Educate the community about water conservation.
• Monthly Road Shows – The community is afforded a platform to interact/lodge their queries/complaining on the challenges regarding issues of water and sanitation). Future programs of the entity

• Transfer process management to ensure accessibility.
• Financial Sustainability.
• Operations management.
• Customer Relationship Management.
• Revenue Management.
• Human Resource, skills transfer, BEE and LED. Opportunities available within the institution:

• Employment.
• Training to FET Colleges with N6 Certificate.
• Internships to graduates.
• Further study assistance to employees.
• Transformation of the company.
• Contribution to local emerging entrepreneurs.
• Education on Saving water and preserving water sources.
• Training of unemployed youth in collaboration with funding stakeholders on water care.
• Provide school going learners experience on the workings of company for future career decision making and importance of water in their lives. Social Responsibility Programs:

• To coordinate the followings activities with all stakeholders within Maluti-a-Phofung jurisdiction: gender issues & disability programmes.
• Supply the stakeholders with branded bottled water when required and promotional material.

Maluti-a-Phofung Water would like to inform stakeholders and residents of a burst on the Thababosiu pumping line at Hasethunya.

To prevent further water loss and allow the necessary technical intervention, the water supply to the affected areas has been temporarily closed.

Residents in the affected areas may experience low water pressure or complete water supply interruption.

Maluti-a-Phofung Water would like to inform stakeholders and residents that power has been successfully restored at Wilge Water Treatment Plant at 12:35.

Following the prolonged outage, reservoir levels were depleted (empty) due to the interruption in water production. The plant has now resumed operations, and reservoirs are currently being refilled. The system is undergoing gradual re-pressurisation, and recovery will take time as storage levels stabilise.

Residents may experience the following during the restoration process:

• Low water pressure, particularly in high-lying areas
• Delayed water restoration while reservoirs are filling
• Possible water discolouration (brown or cloudy water) due to system depressurisation and re-pressurisation

This is a normal occurrence after extended outages.

Residents are advised to:

• Allow taps to run for a few minutes until water clears
• Use water sparingly while the system stabilises
• Store water where possible during the recovery period

Areas that were affected:
• Harrismith Town
• Bergview Complex
• Lotusville
• Skoomplaas
• Westerson
• Kingshill
• Bergsig
• Intabazwe (including high-lying areas)

Full restoration of supply will depend on reservoir recovery and system stabilisation.

Maluti-a-Phofung Water would like to inform stakeholders and residents of a power failure at Wilge Water Treatment Works. The outage occurred at 12:40 and has been reported to the relevant department for urgent assistance.

As previously communicated, power had been restored earlier at 08:45, and the plant had been operational for approximately 3 hours and 55 minutes before the current interruption occurred.

Residents may experience low water pressure or complete water supply interruption, particularly in high-lying areas, depending on reservoir levels.

Maluti-a-Phofung Water would like to update stakeholders and residents regarding the earlier power failure at Wilge Water Treatment Works.

Upon inspection this morning, the plant incoming power breaker was found to have tripped. The breaker was reset and the plant was successfully restarted at 08:45.

Due to low pressure in the pipeline following the outage, the Intabazwe pump is currently being primed to remove air and restore normal operating pressure. Water supply will stabilise once sufficient pressure has been re-established and reservoir levels recover.

Not all areas were fully affected; however, supply disruptions were experienced in the following areas, particularly in high-lying sections:

✔️ Harrismith Town, Bergview Complex, Lotusville, Skoomplaas, Westerson, KingsHill, Bergsig & Intabazwe. 📍

Residents may *continue to experience low pressure* or intermittent supply while the system stabilises.

Important Consumer Advisory

Due to system depressurisation and re-pressurisation, residents may experience:
• Temporary water discolouration (brown or cloudy water)
• Air in the pipelines
• Fluctuating pressure

This is a normal occurrence after power interruptions and pump restarts.

Residents are advised to:
• Allow water to run for a few minutes until it clears
• Store clean water where possible
• Use water sparingly during the recovery period

Maluti-a-Phofung Water would like to inform residents and stakeholders that pumping from Fikapatso Water Treatment Works to Lejwaneng resumed at 17:00.

This follows the earlier interruption caused by a pipe burst near Lejwaneng Pump Station.

Reservoir levels will require time to stabilise, and water supply will be restored progressively.

• Lejwaneng
• Masimong

Residents may experience temporary low pressure or water discolouration as the system normalises. Consumers are advised to allow water to run for a short period until it clears.

Re: NOTICE OF ILLEGAL EXCAVATION AND DAMAGE TO MUNICIPAL WATER INFRASTRUCTURE – MANDELA PARK SECTION 1

Maluti-a-Phofung Water hereby formally notifies the community of an incident involving damage to a municipal water pipeline in Mandela Park, Section 1, next to Tshabala Shop.

The damage occurred while a private landowner was unlawfully extending a yard boundary without obtaining the required municipal approval. During excavation activities, the municipal water pipeline was struck and damaged, resulting in substantial water loss and disruption of supply.

To prevent further water wastage and to facilitate repairs, the water supply in the affected area has been temporarily closed.

Affected areas:

Harankopane, Mandela park, Slovo park & New Industrial Area.

Residents in the above area may experience water interruption while the necessary repairs are being undertaken.

Maluti-a-Phofung Water wishes to emphasise that:

• Any extension of property boundaries without municipal approval is illegal.
• Excavation conducted without prior verification of underground municipal services constitutes a violation of applicable by-laws.
• Damage to municipal infrastructure is a serious offence.

In accordance with the relevant Water Services By-Laws and municipal regulations, a formal notice will be issued to the responsible property owner. All repair costs, including material, labour, and associated operational losses, will be recovered from the owner.

The municipality further reminds residents and contractors that no excavation, construction, or land alteration may be undertaken without prior municipal approval and confirmation of underground infrastructure locations. Failure to comply may result in legal action, financial liability, and service interruptions.
