Terms of Reference – Consultancy
Capacity building for organisations for persons with disabilities
INTRODUCTION
The African Disability Protocol (ADP) stands as a landmark instrument for the rights, dignity, and inclusion of persons with disabilities across the continent. The regional project on Realising the Africa Disability Protocol (RAD-P) is funded by the European Union and implemented in Malawi, Zambia and Zimbabwe with the aim of empowering persons with disabilities particularly those most excluded to actively participate in governance and decision-making processes. The project also promotes disability inclusive policy making and supports local development efforts in alignment with the African Disability Protocol (ADP). In Zambia, the project is implemented by Sightsavers, the Zambia Federation of Disability Organisations (ZAFOD) and the Albinism Foundation of Zambia (AFZ).
One of the objectives of the RAD-P project is to strengthen the capacity of Organizations of Persons with Disabilities (OPDs) and their networks to effectively mobilize and fulfil their mandates at local, regional, and national levels. To support this objective, the project will strengthen the capacity of Organizations of Persons with Disabilities (OPDs) in policy analysis and advocacy, equipping them to more effectively influence policy formulation and implementation at both national and subnational levels, with a particular focus on advancing the African Disability Protocol.
Scope of the Assignment
We are seeking to engage a team of consultants (or a consulting firm) to contribute to our capacity-building efforts by facilitating a series of targeted training sessions from 14th – 16th October on the following areas.
1. Engagement with legislative processes for disability-inclusive policy advocacy,
2. Advocacy strategy development, including integration within broader organisational strategy frameworks and the formulation of actionable advocacy plans,
3. Policy analysis and the effective use of evidence such as studies and research to inform advocacy efforts,
4. Collaboration and stakeholder engagement, with an emphasis on strategic communications and
5. Monitoring and evaluation of advocacy actions.

The consultant will be expected to:
1. Participate in relevant briefing sessions with the Zambia federation for disability organisations, the Albinism foundation of Zambia and the Sightsavers team to discuss the training needs and materials required,
2. Prepare training materials using the provided capacity needs assessment data and integrate comments from the project team,
3. Train 15 participants from 5 organisations of people with disabilities as guided by the project team,
4. Develop a comprehensive training report outlining key outcomes, insights, and actionable recommendations to guide future capacity-building efforts.

Key Requirements
The consultant must demonstrate knowledge, skills, experience in one or more of the following capacity building areas:
1. Organizational Development: Understanding structures, systems, and change management. Experience in organisational capacity building in advocacy and campaigning.
2. Training & Facilitation: Designing and delivering effective, participatory learning. Including for participants from diverse groups, (women, youth, people with disabilities).
3. Human rights approach to advocacy: knowledge of human rights legal and policy frameworks and civil society advocacy, experience building the capacity of civil society organisations.
4. Monitoring, Evaluation & Learning: Experience building capacity to track relevant political and social dynamics to impact advocacy. Familiar with approaches and tools to work monitor the results and outcomes of advocacy efforts.
5. Stakeholder Engagement & Communication: Skills and experiences of engaging with key stakeholders, mainly duty-bearers, and organisational communications processes to improve visibility through various channels. Ability to train organisations on communications.
6. A minimum of a bachelor's degree in social sciences or a related field is required; advanced qualifications will be considered an asset.

GWEEMBE DISTRICT CBID NETWORK FORMATION AND CBID STRATEGY TRAINING IN PROGRESS.

The Zambia Federation of Disability organizations ZAFOD with support from the Norwegian Association of Disabled (NAD) is in implementing a project called “Collective Action for Disability Rights” (CADIR).
Under the CADIR project ZAFOD is in Gweembe District of Southern province to establish “Gweembe District Community Based Inclusive Development (CBID) Network, and to conduct a 10 days training for the established network in CBID strategy in order to promote information sharing, communication and collaboration among stakeholders.

The training is being attended by various stakeholders from different government wings including MOH, MOE, MCDSS, Home Affairs, DMMU, CSOs, Forestry Department, and Persons with disabilities, the meeting was graced by the Gweembe District Commissioner Mr. Killian Chikaunduka and his entourage. Mr. Chikaunduka, officially opened the training and reaffirmed Governments commitment to promoting Inclusion in the various sectors of life.

Recruitment of District Voter Education Trainers (two per district)
The Electoral Commission of Zambia wishes to engage 232 suitably qualified Zambians for the positions District Voter Education Trainers (DVETs). These are part time positions for the activities to be undertaken in all the 1 16 districts across the country for the 2025 Registration of Voters exercise.
Reporting to: The District Electoral Officer (Town Clerk/Council Secretary)
Main accountability
To conduct training of District Voter Education Committee (DVEC) members and Voter Education Facilitators (VEFs)
Duties and Responsibilities
• Assist the DVEC with the recruitment of VEFs to ensure that only qualified citizens are recruited;
• Arrange for and conduct the training of DVEC members and VEFs in the district of deployment; and
• Ensure timely availability of suitable training venues and materials.
Qualifications:
• Must be a Zambian citizen with a green National Registration Card and Voter's Card;
• Must have a Grade 12 Certificate with pass in English;
• A degree in a relevant social science field, preferably in civic education/teaching;
• Certification in facilitation or teaching methodology will be an added advantage;
• A minimum of two (2) years demonstrated experience in facilitation, training or teaching;
• Conversant with Zambian electoral practices and procedures will be an added advantage;

Must be fluent in spoken and written English and the local language spoken in the area/district applied for; and
Must be a resident of the district where one is applying for.
Personal Attributes:
Must possess excellent interpersonal, communication and problem solving skills;
Must be non-partisan, of sober character and high integrity;
Must have good team building ability and a team player;

A tertiary education qualification preferably in teaching/education will be an added advantage;

A good knowledge of the ward where one is applying to work is a must; and
Not in full time employment.

PURPOSE OF THE JOB
The Assistant Registration Officer -Field is responsible for the registration of voters in a Polling District (Voter Registration Centre).
REPORTING ACCOUNTABILITY
The Assistant Voter Registration Officer — Field will report to the Assistant Voter Registration Officer — Supervisor (ARO-S) in their respective constituencies.
KEY RESPONSIBILITIES
Conduct voter registration according to registration procedures;
2. Ensure safety of equipment and materials in their custody;
3. Ensure stocks of materials are maintained and requests for any additional materials are made timely;
4. Backup registration data regularly;
5. Provide reports to the ARO-S;
6. Maintain close collaboration with the Assistant Registration Officer — Technical Support (ARO-TS); and
7. Perform any other responsibilities as requested by ARO-S.
QUALIFICATIONS AND EXPERIENCE
Must have a Grade 12 Certificate with passes in English and Mathematics;

RATIFY AND DOMESTICATE THE AFRICAN DISABILITY PROTOCOL FOR ENHANCED DISABILITY INCLUSION FOR PERSONS WITH DISABILITIES.

As we continue to advocate for the ratification and domestication of the African Disability protocol in Zambia, with support from the members of parliament from the Parliamentary caucus on disability Inclusion and Rights, The Zambia Federation of Disability Organizations ( ZAFOD) had an engagement with the Minister of Community Development and Social Services Hon. Doreen Mwamba MP, at the ministry to discuss the country’s position and way forward on the ratification of the African Disability Protocol.

WHY AFRICAN DISABILITY PROTOCOL.

The African Disability Protocol is the legal framework based on which member states of the African Union are expected to formulate disability laws and policies to promote disability rights in their countries with the fundamental aim of promoting the inclusion of persons with disabilities who were left out in the provisions of the UNCRPD by illustratively representing the uniqueness of the African context.

REASONS TO RATIFY THE AFRICAN DISABILITY PROTOCOL (ADP)

1. The ADP confirms and extends the rights under the African Charter to persons with disabilities who did not enjoy recognition when the when the African Charter was drafted.
2. The ADP adds value to and is premised on the provisions of the CRPD. Some of the African disability related concerns include; harmful practices, HIV/AIDS, rights of older persons, duties of persons with disabilities and right to communal living.
3. Ratifying the ADP will strengthen the African human rights framework to which Zambia is a beneficially, The ADP will improve the monitoring mechanisms for the protection of persons with disabilities under the African Union.
4. Ratifying the ADP will lead to the mainstreaming of disability rights in Zambia and around the continent at large, thus creating more awareness.
5. Ratification of the ADP will encourage domestic protection of the rights of persons with disabilities. The ADP will encourage the full incorporation and implementation of the rights of persons with disabilities into domestic law.
6. ADP offers enhanced regional assistance and cooperation in the protection of the rights of persons with disabilities. Through sharing research, technical, human and financial resources in order to achieve the full realization of the rights in the ADP.

SPECIFIC INCLUSIONS ARE FURTHER STATED IN:

Article 27 which looks at women and girls with disabilities
Article 28 which looks at children with disabilities
Article 29 which looks at youths with disabilities
Article 30 which looks at the elderly with disabilities


BENEFITS OF RATIFYING AND DOMESTICATING THE AFRICAN DISABILITY PROTOCOL

1. Ratification and domestication will raise the human rights index of GRZ on the human rights positioning within the AU and international community.

2. Provides a continental reference to which GRZ will reference when developing disability inclusive policies, laws and programs.
3. Provides easy reference and development of guidelines on the effective inclusion and protection of left out groups like the older persons with disabilities, girls and women with disabilities, persons with psycho-social and those with intellectual disabilities, and those persons with albinism.

4. Provides a template and framework for monitoring implementation of disability inclusive development agenda within the AU

Inclusion of Persons with Disabilities (PWDs).

The Zambia Federation of Disability Organisations (ZAFOD) is the national civil society umbrella body of and for organisations of persons with disabilities in Zambia. Formed in 1981, ZAFOD has been advocating for the promotion and protection of disability rights and the inherent dignity of persons with disabilities for nearly forty years and has in the last ten years progressively increased its advocacy for the observance of political rights of persons with disabilities as outlined in the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD). In recent months, the Federation kicked off an advocacy campaign which aims at engaging with political party officials, election stakeholders and the broader public in an effort to dispel the negative attitudes that these groups have towards persons with disabilities. The campaign aims to significantly shift attitudes of the general population as well as political party officials on the abilities of persons with disabilities, their right to vote, and to be voted into office. ZAFOD’s ultimate goal is to see an increase in the number of persons with disabilities participating in the House of Parliament, in public positions of decision making, and in electoral processes including voter education and election monitoring.
