*Pharmaceutical Society of Zambia (PSZ) Central Province Branch Honours Mulungushi University Induction Ceremony.*

The Pharmaceutical Society of Zambia (PSZ) Central Province Branch was yesterday honoured to represent PSZ at the Pharmacists’ Oath and Induction Ceremony of 35 newly qualified pharmacists from Mulungushi University.

The event, held at the University’s School of Medicine and Health Sciences in Kabwe, marked a defining milestone for the graduates who will officially receive their degrees today, 31st October 2025, during the main graduation ceremony.

Delivering the speech on behalf of the PSZ President, Mr. Jonas Mushina, Chairperson of the PSZ Central Province Branch, accompanied by Ms. Miyoba Chiwala, the Branch Secretary, described the induction as “a sacred rite of passage, a declaration that knowledge must henceforth serve humanity with compassion, precision, and integrity.”

Mr. Mushina congratulated the inductees for joining a profession that stands at the heart of healthcare delivery, emphasizing that “every prescription handled carries the power to restore hope and life.” He further highlighted that the event signifies the continuity of a proud legacy in pharmacy, one that demands not only technical skill but also moral responsibility and ethical strength.

He shared developments in pharmacy education and practice in Zambia, noting that the country is transitioning from the traditional Bachelor of Pharmacy to the Doctor of Pharmacy (PharmD) programme, which emphasizes patient-centred care, clinical competence, and inter-professional collaboration. He encouraged both students and training institutions to prepare for the evolving landscape, one driven by innovation, local pharmaceutical manufacturing, and digital transformation in healthcare.

Representing the Guest of Honour, the Ministry of Health Permanent Secretary for Technical Services, Dr. Kennedy Lishimpi, the Central Province Provincial Health Director, Dr. Elijah Mutoloki, commended the graduates and urged them to uphold integrity, professionalism, and dedication to public health as they begin their careers.

The Pharmaceutical Society of Zambia congratulates the newly inducted pharmacists and reaffirms its commitment to supporting their growth and integration into the professional community.

PHARMACEUTICAL SOCIETY OF ZAMBIA MEDIA STATEMENT DRAFT MEDICINES AND ALLIED SUBSTANCES BILL

The Pharmaceutical Society of Zambia (PSZ) has noted with concern the recent statement by the Veterinary Association of Zambia, the Zambia National Farmers Union and livestock industry players rejecting the draft Medicines and Allied Substances Bill. While the PSZ recognises the importance of the veterinary sector, it is hypocritical for these stakeholders to now discredit a process in which they have been fully represented and engaged from the beginning. It is clear that the latest calls for a separate Veterinary Medicines Directorate are not born out of genuine regulatory reform but are strategies meant to arm-twist government in pursuit of narrow, selfish motives that run counter to national and global health priorities.

The proposal that prescribers should also act as dispensers is retrogressive and dangerous. This practice creates a direct conflict of interest, incentivises over-prescription, fuels irrational use of medicines, and accelerates antimicrobial resistance, a global health threat identified by the World Health Organization, the World Organisation for Animal Health, and the Food and Agriculture Organization. Evidence has consistently shown that when prescribing and dispensing are conflated, the result is misuse of antibiotics, drug residues in food chains, and increased risks to both animal and human health. Such a model undermines accountability and professional checks and balances that are the cornerstone of safe and ethical medicine use.

As the professional body mandated to uphold pharmaceutical standards and provide guidance to government and other stakeholders, the PSZ will not sit back while established best practices are undermined. Our commitment is to ensure that Zambia strengthens, rather than weakens, its regulatory framework in line with the Medicines and Allied Substances Act, the AU Model Law on Medical Products Regulation, and the One Health approach. Any manoeuvres that seek to marginalise pharmacists and pharmacy technologists, fragment regulation, or compromise public health will be firmly opposed. PSZ will continue to work with government and all fair-minded partners to ensure that the current reforms deliver a stronger, unified and more effective medicines regulatory system that safeguards both human and animal health.

Lusaka Apex Medical University Joint Induction Ceremony

On 8th October 2025, Lusaka Apex Medical University (LAMU) proudly conducted an induction ceremony for a new cohort of 62 pharmacist graduands.

The ceremony featured a notable speech delivered by the Executive Secretary, Mr Paul Kango, representing the Pharmaceutical Society of Zambia, who extended a warm welcome to the graduates as they embark on their professional journey.

In the address, the Executive Secretary remarked, "Today symbolises a pivotal transition from aspirations to responsibilities. You have been inducted into the distinguished profession of pharmacy, a field that demands both scientific knowledge and a deep commitment to humanity."

Mr Kango further encouraged the other professionals present at the induction, describing pharmacists as essential pillars of hope for patients. He emphasised that, in collaboration with various healthcare professionals, they contribute to a unified effort dedicated to the shared mission of serving humanity, despite employing diverse methodologies and approaches.

He also expressed gratitude to the families of the graduates for their steadfast support and encouragement throughout their educational journey, acknowledging their vital role in shaping the next generation of healthcare professionals.

In closing, the Pharmaceutical Society of Zambia reaffirmed its commitment to aligning with the Health Professions Council of Zambia (HPCZ) in upholding professional standards building a competent workforce that is visionary and responsive to the nation's health needs and enhancing the overall quality of healthcare services. *PSZ Submission on the 2026 National Budget - Collaborative Focus on the Health Sector*

On October 6, 2025, the President of the Pharmaceutical Society of Zambia (PSZ) had the privilege of leading a delegation to present constructive feedback to the Parliamentary Health Committee regarding the 2026 national budget, with a special focus on the health sector.

The government made an allocation of 26.17 billion Zambian Kwacha to the health sector, which accounts for 10% of the national budget. This dedication to health funding is commendable, and the PSZ acknowledges the government's commitment to investing in essential medicines.

Furthermore, the President highlighted the government’s intent to recruit over 2,500 health workers in 2026, a positive step toward enhancing healthcare delivery. While this progress is recognized, the President encouraged the government to consider striving toward the Abuja Declaration target of 15% for health allocation. Additionally, he pointed out the importance of adequately representing the pharmacy profession in the recruitment process, given their vital role in the management of medicines. The PSZ also expressed a desire for enhanced support for local pharmaceutical manufacturers to reduce dependency on external suppliers.

The PSZ made the following recommendations:

1. *Budget share- Abuja Declaration Target*
The PSZ encourages the government to develop a phased plan that gradually increases health sector funding to meet the Abuja Declaration target of 15%.

2. *Medicines and Medical Supplies*
While 6.4 billion Zambian Kwacha has been earmarked for medicines and supplies, the healthcare system still faces challenges such as stockouts and inefficiencies within the supply chain. The establishment of a ring-fenced fund for medicines, coupled with improved tracking and transparency measures, is recommended. Additionally, exploring alternative funding streams, like the Constituency Development Fund (CDF), could further enhance access to primary healthcare and infrastructure development.

3. *Infrastructure Development*
As new facilities are completed, it is essential to develop a pharmaceutical operation plan and ensure adequate staffing to optimize functionality.

4. *Digital Health*
Integrating pharmacy personnel into digital health teams is key to leveraging technology for better health outcomes.

5. *Human Resources for Health*
Addressing the underrepresentation of pharmacy professionals is crucial, as they currently make up only 15% of the workforce, leading to a majority of facilities lacking pharmacy managers. The PSZ recommends prioritising the recruitment of pharmacists and pharmacy technologists in 2026 and considers introducing retention incentives for those serving in rural areas.

6. *Local Pharmaceutical Manufacturing and Research*
The PSZ notes the absence of funding for local pharmaceutical manufacturing and Research and development in the current budget. To support the national pharmaceutical manufacturing strategy for 2024-2028, adequate investment is necessary. The omission of local manufacturers from initiatives such as the AKHUMS JOINT VENTURE is concerning as the government strives to promote local manufacturing, which is vital in enhance self-sufficiency in Zambia’s health sector.

The PSZ proposed the implementation of tax incentives and capital support for local manufacturers, along with more robust support for pharmaceutical research through fiscal incentives and procurement guarantees.

In summary, the Pharmaceutical Society of Zambia extends its appreciation to the government for its commitment to health financing and improvements in access to essential medicines. While significant progress has been made, the PSZ looks forward to addressing the existing gaps in medicine security, workforce development, and local production through partnership and dialogue. The PSZ reaffirms its commitment to working collaboratively with Parliament, the Ministry of Health, and other stakeholders to advance Zambia’s healthcare objectives.
