Amref Health Africa, in line with its mission, is leading a coalition called: ‘Health Systems Advocacy for Africa Partnership (HSA4A)’ which aim is to ‘Achieving Sexual Reproductive Health and Rights through strengthened health systems’. Together with its partners – African Center for Global Health and Social Transformation (ACHEST), Health Action International (HAI) and Wemos – Amref Health Africa will strengthen health systems in Kenya, Uganda and Zambia by mobilizing stakeholders to review and ensure implementation of policies that lead to improved HRH and access to commodities for reproductive health. The 5 year partnership is to be implemented in partnership with the Dutch Ministry of Foreign Affairs. Applications are invited for the following post:
2. OVERALL JOB DESCRIPTION
The Policy Project Manager reports to the Director Regional Projects & Field Offices. He/she focuses on building advocacy portfolio for the country program generally and specifically to improve human resources for health, reproductive health and rights and increased health financing.
3 EXPERIENCE REQUIRED
A social science, public policy or law degree and advanced degree in Health Policy, Health Management, Global Health, Public Health or related fields;
4.1 EXPERIENCE
5 years relevant experience in program implementation, human resources for health advocacy, reproductive health and rights and knowledge of policy issues on reproductive health commodities.
Experience in project management with proven track record in program planning, management, budgeting, supervision, documentation and reporting.
Knowledge of health systems in Africa and health systems strengthening needs.

5. MAIN RESPONSIBILITIES
In consultation with the Director Regional Projects, the manager undertakes the following core functions:
KEY AREA ACTIVITIES
Program Implementation/
Work plan oversight
Leads annual planning on advocacy and for the HSA project for the country;
Supports all projects to mainstream advocacy, oversees timely HSA work plan
implementation, and ensures synergy between HSA and the different projects in planning
and implementation of advocacy.
Further, the manager ensures efficiency and effectiveness in the implementation of project
in a timely manner.
Budget Monitoring
In collaboration with finance units develops annual advocacy and HSA budgets.
Guides implementers on donor and organizational financial policies.
Ensures value for money and enhances accountability in use of funds.
Technical support
Scans the policy environment for health financing, HRH and RH commodities.
Develops systems and processes for translating knowledge into policy
Comes up with advocacy strategies.
Builds capacity of partners on advocacy.
Provides technical support to partners to implement their advocacy plans.
Documentation and reporting
Ensures that advocacy activities are monitored, evaluated and reported.
Compiles activity reports and ensures timely and quality donor reports based on the donor
contractual agreements.
Does documentation of lessons from the project and disseminates results widely.
Oversight of adherence to
internal systems
In consultation with the Finance Unit ensures adherence to internal systems by ensuring
that standard operating procedures for program implementation are adhered to including
travel policy, procurement and asset management procedures HR procedures and financial
systems.
