Advantage Health Care Provider, Inc., or simply “Advantage Health” is contracted by the State of Hawaii to assist with the placement of Intellectually & Developmentally Disabled (I/DD) and Elderly Clients in privately owned, licensed Residential Care Homes for 3, 5, or 8 Clients and to provide Quality Assurance Oversight. This is instead of placement into large Institutional Nursing Homes where personalized care can’t be provided.

1. All clients are referred to Advantage Health by the State of Hawaii and licensed Residential Care Homes engaged by Advantage Health provide the required services pursuant to an Individual Service Plan.

2. The State of Hawaii licenses each of these Residential Care Homes (AFH, ARCH, E-ARCH, DC) pursuant to State Laws (HRS), requiring appropriate Credentialing, Licences, etc. In addition, each Residential Care Home, usually the owner, is
operated by a Primary Care Giver (PCG) who must meet strict
Credential Requirements, including Certification as a Registered
Nurse (RN) or Certified Nurse Aide (CNA), Identification
Requirements, Competency, and continued Competency
Requirements, Safety Clearance, Health Clearance, Current Security
(FBI) Clearance and Administrative Requirements such as Home
Owners Insurance, Car Insurance, Liability Insurance, GET License
and DOH License, and must enter into an Independent Contractor
Agreement with Advantage Health. Advantage Health provides Health Care Monitoring, such as the
monthly visit of each of its Clients, through its licensed RN Quality
Assurance Auditors/Health Care Consultants to determine if
proper care is provided in accordance with the Individual Service
Plans which are reviewed and/or revised with the Health Care Team
on an annual basis. Advantage Health provides its findings to the State of Hawaii,
including adverse event reports, as well as monthly and quarterly-
reports. Based on these Reports, Advantage Health and/or Case
Managers from the Department of Health will require and/or
prepare Corrective Action Plans to bring the Residential Care
Home in compliance or the Services in line with the Individual

MEMORIAL DAY MESSAGE

Dear PNAA Members, Colleagues, and Friends,

On this solemn Memorial Day, we pause together as a grateful nation to honor the brave men and women who made the ultimate sacrifice in service to our country. Today, we remember not only their courage and selflessness but the enduring legacy they leave behind.

As nurses, we are uniquely aware of the deep commitment and compassion it takes to care for others—even in the most difficult circumstances. Among those we remember with profound reverence are the countless military nurses who served on the frontlines of battle, in field hospitals, on ships, and in every corner of the world where freedom was under threat. Many of them—our sisters and brothers in nursing—laid down their lives to uphold the values of liberty, peace, and humanity. We especially remember Filipino and Filipino American nurses who stood with valor in times of war and conflict—quiet heroes whose legacies inspire future generations.

Let us honor their memory not just with words, but with continued service, compassion, and a steadfast commitment to the communities and country they so dearly loved. On behalf of the Philippine Nurses Association of America, I extend heartfelt gratitude to all who have served and the families who have borne the burden of their loss.

May we never forget. May we always honor.

ADVANTAGE Health provides its clients the opportunity to participate in a community based program to ensure de-institutionalization and to respond to the passage of Act 189 by the 18th State Legislature in 1995.
