RE: Support SCR56 Resolution Recognizing Open Water Lifeguards as First Responders

Aloha Representative Sayama and members of the Committee,

On behalf of the Hawaiian Lifeguard Association a statewide nonprofit, I write in continued support of SCR56.

Open water lifeguards are sometimes referred to in public safety discussions as the “forgotten first responders”, not because their work is unseen, but because the recognition of that work has not kept pace with the reality of what they do every day.

At this stage in the process, much has already been said about what lifeguards do. What is less understood—and what this resolution seeks to address—is the gap between perception and policy.

Most people assume that open water lifeguards are already recognized as first responders. They see them responding to cardiac arrests, traumatic injuries, and life-threatening emergencies. They see them as the first on scene, providing care in critical moments. What they do not see is that, despite performing this role every day, that recognition does not formally exist at the State level.

That gap matters.

It affects how lifeguards are integrated into broader public safety systems. It influences access to training, resources, and support. It shapes how the profession is understood, valued, and sustained over time.

SCR56 does not create a new role—it acknowledges an existing one. It brings consistency between the work being performed and the way that work is recognized.

After multiple hearings and extensive testimony, there is clear and consistent support for this measure from lifeguards, public safety partners, and the community. This resolution represents an opportunity to align policy with reality in a way that strengthens public safety across Hawaiʻi.

For these reasons, we respectfully urge your continued support.

A new CALL TO ACTION SCR55/SC53 testimony is due by 3pm, Friday, April 3rd. DM for instructions and sample testimony. This is the resolution that recognizes the Hawaii Water Safety Plan as the guiding document statewide for strategic drowning and aquatic injury prevention planning. There is a link to the Hawaii Water Safety Plan on the HLA website link in bio. Time Sensitive - SCR56/SC54 Resolution recognizing lifeguards as first responders is schedule to be heard on March 31, 2026. We encourage the public to submit testimony. The Hawaiian Lifeguard Association introduced this resolution to the legislature and is in full support. Testimony is due by March 30th at 9am, you may also testify in person or by Zoom. To submit testimony written,oral or by Zoom you must first register or submit through the portal on the Hawaii Legislature website capitol.hawaii.gov . Your purchase supports the mission of the Hawaiian Lifeguard Association and provides funding for water safety education and teaches keiki about lifeguards and water safety! Orders made through the website include a sticker set of the characters from the book.
