Health information networks & exchanges are reshaping how health care is delivered in Arizona.

And — while they can improve care coordination, support value-based care initiatives, and enable timely access to patient info — they're also raising new legal and liability risks for clinicians.

During the Arizona Medical Association's 2026 Annual Meeting, healthcare attorney Melissa Soliz of Coppersmith Brockelman PLC will break down how HIE frameworks operate, where your exposure lies, and what you need to know before participating.

Dr. Chisom Okuagu always knew medicine would play an important role in her life.

A native Arizonan and the daughter of Nigerian immigrants — a nurse and a pharmacist — she grew up witnessing what it meant to serve and heal those in her community.

Now, as a family medicine resident at the University of Arizona College of Medicine-Phoenix, she is driven to advocate for our most vulnerable populations and deliver the high-quality primary care patients deserve.

In her interview for ArMA's Member Spotlight Series, Dr. Okuagu reflects on what drew her to family medicine, how teaching in New Orleans laid a strong foundation for her clinical interactions, and what a successful career in medicine looks like to her.

Healthcare is suffering because of prior authorization’s shortcomings.

It routinely interferes with the physician-patient relationship. It delays the delivery of care, even in life-threatening situations. It creates unrealistic administrative workloads for our clinics. And, it's adding to the dire healthcare workforce shortages our state and country face.

The WISeR Model, a Medicare prior authorization pilot program recently implemented in Arizona, is only making matters worse. Despite the physician community's concerns about the AI-driven model and its rushed implementation, CMS launched the program earlier this year.

ArMA member Matthew Crooks, MD, spoke with The Washington Post about how the model is already disrupting patient care: “we’re seeing far, far more denials with Medicare WISeR than we’ve seen in the past...”

Doctors and other providers in six states must get permission from AI-driven tech companies before giving seniors selected medical care. The experiment is a pilot program that could be expanded.

Physicians are called to medicine to be their patients’ strongest ally, providing the expertise and information patients need to make informed decisions. But, prior authorization is undermining physicians’ treatment decisions.

The Arizona Medical Association is working hard at the State Capitol and beyond to reform the healthcare system and keep treatment decisions between patients and their physicians.

As a first-generation physician who grew up and attended medical school in Egypt, Dr. Mustafa Suppah brings a unique perspective to medicine — one shaped by different systems, diverse patient populations, and an unwavering commitment to accessible, equitable care.

Now, as an aspiring cardiologist and chief resident in Phoenix, he's applying his lived experience directly to the practice of medicine. At the same time, he's balancing something equally rewarding: fatherhood.

In his interview for ArMA's Member Spotlight series, Dr. Suppah reflects on balancing life and work as a father, what he's learned as a young leader in organized medicine, and how the next generation of physicians must push for smarter, more compassionate healthcare systems.
