EULEX Kosovo (Official) The European Union Rule of Law Mission in Kosovo (EULEX) is the largest civilian mission of the EU.

The European Union Rule of Law Mission in Kosovo (EULEX) was launched in 2008 as the largest civilian mission under the Common Security and Defence Policy of the European Union. EULEX’s overall mission is to support selected rule of law institutions in Kosovo on their path towards increased effectiveness, sustainability, multi-ethnicity and accountability, free from political interference and in line with international human rights standards and best European practices. Today, the EULEX Head, Giovanni Pietro Barbano, had an important meeting with the new Kosovo Prosecutorial Council Chair, A***n Gashi.

Barbano congratulated him on his appointment and discussed current challenges, with a particular focus on the recommendations of the last Justice Monitoring Report. He also assured Gashi that the Mission remains prepared to continue advising the KPC on the implementation of such recommendations in order to help strengthen an independent, impartial, and effective justice system.

🖥️ Interconnected Information Managements Systems between the Kosovo Correctional Service (KCS) and the Kosovo Judicial Council will enable a more efficient handling of data of prisoners.

Glad to have facilitated a two-day working group to enable KCS and KJC heads of units and senior officers from legal and IT departments to meet, discuss and draft a Standard Operating Procedure to regulate data sharing between both systems, optimizing performance while respecting confidentiality and data protection.

🚀 It’s a wrap - and a beginning: the project “Youth as Agents of Change Against Gender-Based Violence,” organized by EULEX in cooperation with Assist Kosovo, has represented a space where voices rose and perspectives shifted, turning young leaders’ awareness into real action through 🎨✨ dialogue and art.

On 31 March, over 100 students from "Nexhmedin Nixha" Technical High School and "Haxhi Zeka" High School, and AAB College’s Psychology Department came together to mark the end of Kosovo Women’s Month and to celebrate the closing of a transformative journey.

During an empowering ceremony, EULEX Gender Advisor Chiara Tagliani and Assist Kosovo’s Executive Director Visare Berisha officially awarded the students with certificates of attendance.

The project’s participants now learned that change isn't just a concept, it’s a responsibility, and they chose to carry it forward.

Gjatë një ceremonie fuqizuese, Këshilltarja për Barazi Gjinore e EULEX-it, Chiara Tagliani dhe Drejtoresha Ekzekutive e Assist Kosovo, Visare Berisha, u ndanë zyrtarisht nxënësve dhe studentëve certifikata pjesëmarrjeje. Pjesëmarrësit e projektit tashmë kanë mësuar se ndryshimi nuk është vetëm një koncept, por përgjegjësi – andaj ata zgjodhën ta çojnë atë përpara.

As a continuation of its training module on investigative interviewing techniques for the Kosovo Correctional Service (KCS), from 31 March to 2 April, at the Dubrava Correctional Centre, EULEX Correctional Unit, in cooperation with KCS’ experts, delivered a 3-day session for 20 senior supervisors, heads, and legal officers from security departments of various facilities in the KCS.
Focusing on the non-coercive, human rights-compliant P.E.A.C.E. interview model, participants dived into general investigation methods such as initiation, psychological mechanisms and report writing aiming at:
✅ Improving the quality and results of internal investigations.
✅ Promoting a human rights-centred approach and enhance trust.
✅ Increasing compliance with European standards and best practices.

Si vazhdim i modulit të tij të trajnimit mbi teknikat e intervistimit hetimor për Shërbimin Korrektues të Kosovës (SHKK), nga data 31 mars deri më 2 prill, në Qendrën Korrektuese të Dubravës, Njësia Korrektuese e EULEX-it, në bashkëpunim me ekspertët e SHKK-së, mbajti një sesion 3-ditor për 20 mbikëqyrës të lartë, drejtues dhe zyrtarë ligjorë nga departamentet e sigurisë të institucioneve të ndryshme të SHKK-së.

Kao nastavak svog modula obuke o tehnikama istražnog intervjuisanja za Korektivnu službu Kosova (KSK), EULEX-ova Korektivna jedinica je od 31. marta do 2. aprila u Korektivnom centru Dubrava, u saradnji sa stručnjacima KSK, održala trodnevnu sesiju za 20 viših nadzornika, rukovodilaca i pravnih službenika iz odeljenja za bezbednost različitih ustanova u okviru KSK.

Yesterday, we were delighted to host a delegation from the Senior Course on Security and Defence Studies, organised by the Albanian College of Defence and Security (CDS), and led by CDS Commander Brigadier General Altin Kurti.

The Head of EULEX, Giovanni Pietro Barbano, welcomed Brigadier General Kurti to EULEX HQ, while the delegation, as part of a study visit to Kosovo, had the opportunity to receive an in-depth briefing by EULEX Deputy Head of Mission, Emily Rakhorst and Head of Operations Dania Cossa on EULEX’s mandate as EU Common Security and Defence (CSDP) tool, with a strong focus on its role in supporting stability and security in Kosovo.

📚From 24 to 30 March 2026, EULEX has delivered the first session of an intense 3-week management training programme for middle and senior management of the Kosovo Correctional Service (KCS).

The programme focused on strengthening managerial capacities by equipping participants with leadership skills and best practices to foster a strong, human-rights-based correctional system in Kosovo.

A strong emphasis was placed on human rights, discussing European Best practices and international human rights rules and standards, such as the “Nelson Mandela Rules”, the “Bangkok Rules” and the “Beijing Rules”, as well as on internal accountability mechanisms.

📚Nga data 24 deri 30 mars 2026, EULEX-i mbajti sesionin e parë të një programi trajnues intensiv trejavor për menaxhmentin e mesëm dhe të lartë të Shërbimi Korrektues i Kosovës (SHKK).

Programi u përqendrua në fuqizimin e kapaciteteve menaxheriale përmes aftësimit të pjesëmarrësve me shkathtësi të udhëheqësisë dhe njohjes së praktikave më të mira për një sistem korrektues në Kosovë të qëndrueshëm dhe të bazuar në të drejtat e njeriut.

📚Od 24. do 30. marta 2026. godine, EULEX je održao prvu sesiju intenzivnog tronedeljnog programa obuke o menadžmentu za srednje i više rukovodstvo Korektivne službe Kosova (KSP).

Program je bio usmeren na jačanje upravljačkih kapaciteta opremanjem učesnika liderskim veštinama i najboljim praksama za negovanje snažnog, na ljudskim pravima zasnovanog korektivnog sistema na Kosovu.

Snažan naglasak je stavljen na ljudska prava, razgovaralo se o najboljim evropskim praksama i međunarodnim pravilima i standardima ljudskih prava, kao što su „Pravila Nelsona Mandele“, „Bangkoška pravila“ i „Pekinška pravila“, kao i na interne mehanizme odgovornosti.
